<br />78 <br />Page 1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the Cit Mana er <br /> <br />September 8, 2008 <br /> <br />SUBJECT <br />Franchise Agreement for Solid Waste, Recyclable Material and Organic Material <br />Collection Services in Redwood City <br /> <br />RECOMMENDATION <br />By resolution: <br /> <br />1. Approve the SBWMA Collection Services RFP Selection Board Recommendation to <br />select Norcal Waste Systems of San Mateo County for both the North and South <br />Districts ("Combined Districts"). <br />2. Authorize the City Manager to commence negotiations with Norcal Waste Systems <br />of San Mateo County for the Franchise Agreement for Solid Waste, Recyclable <br />Material, and Organic Material Collection Services with consultation by the SBWMA. <br />3. Direct the City Manager to return a final Franchise Agreement for Solid Waste, <br />Recyclable Material, and Organic Material Collection Services to the City Council for <br />execution. <br /> <br />BACKGROUND <br />On October 26, 2006, the SBWMA Board approved the Collection Services RFP <br />recommendations to the Member Agencies 1 regarding future services, contract terms <br />and competitive proposal guidelines for the RFP process. On September 25, 2006 <br />Council voted affirmatively to approve the SBWMA Board recommendations to the <br />Member Agencies regarding future services, contract terms and competitive proposal <br />guidelines for the Collection Services RFP process and committing to participate in the <br />SBWMA Collection Services RFP process. <br /> <br />On September 10, 2007 the Council adopted Resolution No. 14808 approving the <br />August 2, 2007 version of the SBWMA Collection Services RFP scope of services and <br />contract terms. <br /> <br />On November 1, 2007 the SBWMA released the Collection Services RFP. By the <br />March 11, 2008 deadline, the SBWMA received four (4) responsive proposals from <br />companies capable of, and qualified to provide the collection services described in the <br />RFP. The proposers are: <br /> <br />. Allied Waste Services of San Mateo County ("Allied"). <br /> <br />. Bayside Environmental Services & Transfer ("BEST" is a joint venture of Peninsula <br />Sanitary Group, South San Francisco Scavenger Company, Green Waste Recovery <br />and Zanker Road Resource Management). <br /> <br />1 SBWMA member entities are: City of Burlingame; Town of HiIlsborough; City of San Mateo; City of <br />Foster City; City of Belmont; City of San Carlos; City of Redwood City; Town of Atherton; City of Menlo <br />Park; City of East Palo Alto; West Bay Sanitary District; County of San Mateo <br />1 <br />
