<br />6.1E <br />Page 1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the Ci Mana er <br /> <br />September 8, 2008 <br /> <br />SUBJECT <br />After School Program Services Agreements and Amendments for 2008-2009 between the <br />City of Redwood City and the Redwood City School District <br /> <br />RECOMMENDATION <br />Approve by motion and authorize the City Manager to execute two 2008-2009 After <br />School Program Services Agreements and two 2008-2009 After School Program <br />Amendments between the City and the Redwood City School District: <br /> <br />1. After School Education and Safety Grant (ASES) Agreement (RCSD Agreement <br />No. 200708-204) <br />2. After School Education and Safety Grant Amendment (RCSD Agreement No. <br />200809-204A) <br />3. 21st Century Grant Agreement (RCSD Agreement No. 200809-227) <br />4. 21st Century Grant Amendment (RCSD Agreement No. 200809-227A) <br /> <br />BACKGROUND <br />The Parks, Recreation and Community Services (PRCS) Department operates After <br />School Learning Centers at seven school sites in Redwood City and the North Fair <br />Oaks Area in partnership with the Redwood City School District. These schools include: <br />Fair Oaks, Selby Lane, Gatfield, Taft, Hoover, Hawes and John Gill. Services include <br />after school tutoring, recreation and enrichment programming such as lite skills and <br />family education opportunities. The majority of funding for the programs comes from <br />State and Federal grants managed by the District. <br /> <br />The City provides an after school program Coordinator on each site, and maintains a <br />1:12 ratio of Youth Development Leaders to children. The City also works with many <br />other partners to provide quality activities and educational experiences. Program <br />partners include: Redwood City 2020, Redwood City Family Centers, Hidden Villa, <br />Tutorworks, YMCA, Stanford University, John Gardner Center, Police Activities League, <br />Sheriffs Activities League, Boys and Girls Club, and others. <br /> <br />In the upcoming fiscal year, the PRCS Department will be serving over 900 children <br />each day at the school sites. This is made possible from two grants: the After-School <br />Education and Safety Grant (ASES) and the 21st Century Grant. The City will be <br />receiving a not to exceed amount of $758,618.75 from the District funded from ASES <br />and $179,583.75 from the District funded from the 21st Century Grant. An additional <br />$300,000 is contributed by the City to help meet the grant matching requirements while <br />al$O supporting Council's priority of youth and education (Youth Agenda). <br />
