EXHIBIT "A" SCOPE OF SERVICES AND FEE Work Beyond Scope of Contract Amendment No. 3 As the final details of the entire Precise Plan were scrutinized by both the applicant and the City for internal consistency as well as consistency with the EIR, an array of closely coordinated comments, discussions, legal inquiries, and document revisions (to both the Precise Plan and the EIR) expanded the anticipated work scope for completing the Final EIR. Numerous discussions between the City and the applicant, and subsequent communications with Consultant, resulted in a highly integrated set of documents (Precise Plan, Final EIR/Responses to Comments, Mitigation Monitoring Checklist) for public review and City decision-making. Additional Expense: $3,950 Work Beyond Scope of Contract Amendment No. 4 Initially, Contract Amendment No. 4 anticipated a relatively straightforward traffic analysis of CalTrans improvements to the Woodside/Middlefield intersection. Discussions related to fair-share payments and TIF arrangements increased the time necessary to resolve the matter, requiring team calls and communications between Consultant, the EIR transportation engineer, the City, and the applicant's attorney. Additional Expense: $910 Additional Final EIR Printing Expense The applicant requested, and the City agreed, that all Draft EIR Revisions (section 3 of the Final EIR) would be in color, to show all deletions and additions in red. The color printing was not anticipated in the previous budget ($0.65 per page vs. $0.04). Additional Expense: $2,588 Also, a new, separate volume of Final EIR Appendices required a separate CD run, which was not anticipated in the previous budget. Additional Expense: $127 Final EIR Public Hearing Attendance The only remaining task anticipated prior to Final EIR certification is attendance at Planning Commission, and possibly City Council, meetings including public hearings. In the interest of maintaining the project schedule and completing the above tasks, the funds previously anticipated for hearings have been expended. The Consultant's EIR Project Manager will attend up to four public hearings and participate as requested by City staff (e.g., PowerPoint presentations, questions and answers).
