EXHIBIT "A" <br /> SCOPE OF SERVICES AND FEE <br /> Work Beyond Scope of Contract Amendment No. 3 <br /> As the final details of the entire Precise Plan were scrutinized by both the applicant and <br /> the City for internal consistency as well as consistency with the EIR, an array of closely <br /> coordinated comments, discussions, legal inquiries, and document revisions (to both the <br /> Precise Plan and the EIR) expanded the anticipated work scope for completing the Final <br /> EIR. Numerous discussions between the City and the applicant, and subsequent <br /> communications with Consultant, resulted in a highly integrated set of documents <br /> (Precise Plan, Final EIR/Responses to Comments, Mitigation Monitoring Checklist) for <br /> public review and City decision-making. <br /> Additional Expense: $3,950 <br /> Work Beyond Scope of Contract Amendment No. 4 <br /> Initially, Contract Amendment No. 4 anticipated a relatively straightforward traffic <br /> analysis of CalTrans improvements to the Woodside/Middlefield intersection. <br /> Discussions related to fair-share payments and TIF arrangements increased the time <br /> necessary to resolve the matter, requiring team calls and communications between <br /> Consultant, the EIR transportation engineer, the City, and the applicant's attorney. <br /> Additional Expense: $910 <br /> Additional Final EIR Printing Expense <br /> The applicant requested, and the City agreed, that all Draft EIR Revisions (section 3 of <br /> the Final EIR) would be in color, to show all deletions and additions in red. The color <br /> printing was not anticipated in the previous budget ($0.65 per page vs. $0.04). <br /> Additional Expense: $2,588 <br /> Also, a new, separate volume of Final EIR Appendices required a separate CD run, <br /> which was not anticipated in the previous budget. <br /> Additional Expense: $127 <br /> Final EIR Public Hearing Attendance <br /> The only remaining task anticipated prior to Final EIR certification is attendance at <br /> Planning Commission, and possibly City Council, meetings including public hearings. In <br /> the interest of maintaining the project schedule and completing the above tasks, the <br /> funds previously anticipated for hearings have been expended.
