EXHIBIT "A" SCOPE OF SERVICES AND FEE On August 20, 2013 the Redwood City Planning Commission recommended the Stanford in Redwood City Precise Plan EIR for certification. From the time of the previous contract amendment to the Planning Commission meeting, Consultant prepared additional out- of-scope changes to the Final EIR (after it was released to the public) and to the Mitigation Monitoring and Reporting Program (MMRP) at City request. These changes resulted from ongoing discussions between the City and the applicant, and between the City and Consultant, during which the final project details, including mitigation responsibilities, were refined. The Stanford in Redwood City Precise Plan, EIR, and MMRP comprise a meticulously integrated set of documents. Even the smallest refinement to any one document required a thorough investigation of its possible effects on the other documents. In the interest of maintaining the project schedule and momentum, Consultant continued to work on the Final EIR and MMRP, without requesting additional funds to cover the out-of-scope work. As a result, after the August 20, 2013 Planning Commission hearing, ($1,649.37) was spent over the project budget Consultant has requested contract amendment no. 6 to cover the existing budget deficit ($1,649.37) plus attendance at two City Council hearings, assuming the Final EIR is certified at the second hearing. The anticipated hours and expenses are as follows: Ray Pendro (EIR Project Manager) • Preparation/Research/Support to City Staff for Hearings 8 hours @ $165 = $1,320.00 • Attendance at two (2) City Council Hearings (including travel) 8 hours @ $165 = $1,320.00 • Mileage/Bay Bridge Toll (based on Google Maps) $100.00 Steve Ridone (Project Associate) • Research for City Council Hearings 4 hours @ $125 = $500.00 Additional Anticipated Expense: $3,240.00 Existing Budget Deficit= $1,649.37 Total Additional Requested Fee: $4,889.37 REV:08-28-13 VR Page 4 of 4
