Box 391
Redwood City, CA 94064

RE: Proposal for Construction Management Services for
Redwood Shores Recycled Water Distribution System Project Bid Package #9

Dear Phong:

Thank you for showing continued confidence in CSG by asking us to take on the tasks of
managing the next project in the Recycled Water program. Based on our review of the
plans and our ongoing discussions, we have structured our proposal to do the following:

. Provide full-time inspection on the job during pipe installation and part-time
services both before and afterwards
. Provide half-time resident engineering
. Provide project oversight and quality assurance from me as project manager
. Provide documentation, follow through and back-up resources by using assistant
resident engineers to support the project
. Maintain the core of the successful project team

To achieve these objectives, the team will consist or the many of the same persons who
have become familiar with the previous bid packages:

. Lynette Rotairo, Junior Resident Engineer
. Saeid Mostafavi, Lead Inspector
. Assistant Resident Engineer (TBD)
. Jim Foley, Claims Specialist
. Cornerstone Earth Group, or TRC Lowney, and Smith Emery for geotechnical
consulting and testing, respectively.

In addition, I will serve as the Project Manager to provide continuity, overall guidance and
quality assurance. CSG has estimated the resources necessary to perform construction
management for this project, based on our overall experience plus specific experience
gained on the first four bid packages. We have adjusted our rates to reflect increased
personnel, vehicle and overhead costs, as we do each year. The proposed budget for
these services for BP #9 totals a not-to-exceed price of $234,006 as shown in the
attached breakdown.

1700 South Amphlett Boulevard, 3" Floor; San Mateo, CA 94402
Phone: 650-522-2500; Fax: 650.522.2599
Email: csgstaff@csgengr.com; Online at www.csgwebsite.com
