Existing law allows <br /> for an annual increase of fees by the Water Board to conform to the revenue levels set by the <br /> State Budget Act.While this action usually takes place mid-summer,the state budget stalemate <br /> caused it to be delayed. <br /> The fee changes vnder the proposed emergency regulations provide the potential for some fees <br /> to go down and other fees to rise dramaticaliy, depending on the type of discharger. According to <br /> the Wafer Soard,the rationale far the increase in fees is the financial condition of the Water <br /> Board's Waste Discharge Permit Fund,which currently has projected $17.2 mitiion deficit for FY <br /> 2008-09.The fees propose to raise $18.4 million for�Y 2008-09 to eliminate the projected deficit <br /> for the future and keep the fund sol�ent. <br /> The League circulated ths emergercy reguiations for commen:late last week in order to submit <br /> comments to the Water Baard by its Sepf. 30 deadline.
