Mitchefl has served the pas#year as second vice president. Heather Fargo was elected to the Sacramenta City Council in 1989. In 2000, she was elected mayor and assumed the position in 2001. Mayor Fargo has been a member of the League's board of directors since 2003 and joined the executive committee in 2006. Transit Oriented Deveiopment and Snfitl lncentive Grant Program Meetings Schedufed The Cali#ornia Department of Housing and Community Development{HCQ)has announced a series of stakeholder meetings for Proposition 1C transit oriented development and infill incentive grant program funds. Existing law allows for an annual increase of fees by the Water Board to conform to the revenue levels set by the State Budget Act.While this action usually takes place mid-summer,the state budget stalemate caused it to be delayed. The fee changes vnder the proposed emergency regulations provide the potential for some fees to go down and other fees to rise dramaticaliy, depending on the type of discharger. According to the Wafer Soard,the rationale far the increase in fees is the financial condition of the Water Board's Waste Discharge Permit Fund,which currently has projected $17.2 mitiion deficit for FY 2008-09.The fees propose to raise $18.4 million for�Y 2008-09 to eliminate the projected deficit for the future and keep the fund sol�ent. The League circulated ths emergercy reguiations for commen:late last week in order to submit comments to the Water Baard by its Sepf. 30 deadline.
