Mayor Foust opened the public hearing. <br /> None. <br /> M/S Aguirre/Bain to close public hearing. Motion carries unanimously by <br /> voice vote. <br /> M/S Hartnett/ Bain to introduce the ordinance. <br /> Various Council Members spoke about the goals of this plan and its challenges. <br /> There was a suggestion to use flashing signs highlighting that "there is no fee <br /> after 6:00 pm". Council thanked staff for the work that has been done. One <br /> Council Member explained that this is not set in stone and another commented <br /> that that persisting with the plan is the tough thing to do, but it is also the <br /> necessary thing to do. Mayor Foust thanked staff and the committee for all their <br /> work. <br /> Motion carries unanimously by roll call vote. <br /> 8. MATTERS OF COUNCIL INTEREST <br /> A. Legislation (information only) - This sub-section involves possible discussion <br /> of City Position on Proposed Legislation described in the League of California <br /> Cities Priority Focus Bulletin No. 15-2008. Council may direct staff to act on <br /> positions taken by Council. (Copies of League of California Cities Priority <br /> Focus available in City Clerk's Department). <br /> B. New General Plan Monthly Status Report— Vice Mayor Howard (Informational <br /> Staff Report). <br /> Vice Mayor Howard introduced the item and explained that more is planned for the <br /> future and to date eight affinity group meetings have taken place. Interim City Manager <br /> Ingram said that the response to the General process has been extremely positive. He <br /> commented that staff will have to get creative because there is a budget and a high <br /> demand as well. One Council Member commented he was committed to the timeline <br /> and not so much to the budget. <br /> C. City Council Member Report of Conference/Meeting Attendance <br /> Mayor Foust reported on the events that Council Member Pierce (Building Livable <br /> Communities Conference) and Mayor Foust attending the California Water ReUse <br /> Luncheon and Annual California Redevelopment Event). <br /> 9. ADJOURNMENT: <br /> M/S Aguirre/Hartnett to adjourn the meeting at 9:50 p.m. in memory of Russ Lawler. <br /> Council Member Aguirre stated that the late Mr. Lawler was the Director of the <br /> Correctional & Community Services for the Service League. She added that he worked <br /> for such organization for 17 years.
