Janet Borgens, speaking as a resident (not a Planning Commissioner), offered her <br /> support to this project and spoke about its benefits. Ms. Borgens provided historical <br /> information on Woodhill Estates and how neighbors from Eden Bauer Lane originally <br /> had challenges with it. She believes this is a positive project and in her opinion there is <br /> no substantiated objection to it. <br /> JoAnn Kemist, said she valued the open forum and dialogue that has occurred here <br /> and she believes this is an elegant housing project and a win-win situation. She opined <br /> that the problem is that teachers are unable to live in this community. She asked the <br /> Council to support this project. <br /> Bruce DorFinan, with Townsend Dorfman Partners, said that this is the third <br /> college/teacher housing project he has seen and he finds it an innovative project. He <br /> provided details on this project and how, in his view, this can be a successful project <br /> based on what he has seen in other areas. <br /> M/S Ira/Pierce to close the public hearing. Motion carries unanimously by voice vote, <br /> with Council Member Bain recused. <br /> Council discussion <br /> Various Council Members posed questions of the City Attorney regarding the CEQA <br /> review process. Mr. Yamamoto responded explaining the regulations set by the State of <br /> California. He also referred back to an agreement dating back to 2007 when the City <br /> entered into an agreement with the Canada College to be the "Lead Agency". He also <br /> made reference to an addendum that was entered into to clarify the CEQA issue. <br /> Mayor Foust, clarified (for the record) that Canada College means the San Mateo <br /> Community College District, and the City Attorney confirmed. Various Council <br /> Members asked questions of staff regarding housing projects and affordable housing. <br /> The number of affordable units was discussed in detail. One Council Member reported <br /> on all the meetings that took place to date on the matter and asked further questions of <br /> Mr. Murphy. The legal counsel, provided detaiis on the environmental review process <br /> that led to the mitigated negative declaration and how this was as thorough and public <br /> process as he has seen. <br /> Council asked questions about the property tax exchange. Staff provided clarity saying <br /> that this is a necessary step for the de-annexation to take place. Mr. Yamamoto also <br /> provided additional details. The sixty-forty split was discussed. One Council Member <br /> shared specific information on the rationale behind the formula and the trade offs. A <br /> question was posed about what jurisdiction will provide police services to the future <br /> development. <br /> One Council Member made comments regarding the partnership that this represents. <br /> He opined that the current project is far better because of the activism of the <br /> neighborhood. He appreciated all the stakeholders and their input.
