THE CALIFORNIA CONSTITUTION COMMENCING WITH SECTION 95, DIVISION 1, OF <br /> THE REVENUE AND TAXATION CODE <br /> 6. Adopt a Resolution approving the revised Regional Housing Need <br /> Allocation (RHNA) consistent with State Housing Element Law contingent <br /> upon Woodside also approving the agreement. The revised RHNA <br /> includes an additional 24 units for Redwood City; and the Town of <br /> Woodside and will reduce their RHNA by 24 units as part of the <br /> "exchange" that acknowledges the cooperation of the two agencies for the <br /> Canada housing project. <br /> RESOLUTION No. 14859 APPROVING AN EXCHANGE OF REGIONAL HOUSING <br /> ALLOCATION BETWEEN THE CITY OF REDWOOD CITY AND THE TOWN OF <br /> WOODSIDE AS MEMBERS OF THE SAN MATEO COUNTYWIDE SUB-REGION <br /> FOR THE REGIONAL HOUSING NEEDS ALLOCATION PROCESS (RHNA) <br /> Council Member Bain recused himself from this discussion due to a potential conflict of <br /> interest. He explained that the issue might be his proximity to the project site. He left <br /> the County Board of Supervisors Chambers. <br /> Maureen Riordan, Senior Planner, provided details on the project and showed maps <br /> regarding the zoning and location (presentation on file). Ms. Riordan explained the <br /> various actions before Council namely the tax exchange and future annexation. <br /> Mayor Foust opened the public hearing. <br /> Public Comment <br /> Gail Hilstrom, treasurer for the Woodhill Estates Home Owners Association (HOA) <br /> Board, stated she represented 68 residents, and said that while they are not against the <br /> housing project she has issue with the environmental study and mitigated negative <br /> declaration for the project. She opined that these documents are not valid since they <br /> do not seem to address the general plan amendment. She referred to a letter <br /> submitted to the Planning Commission. Ms. Hilstrom requested more environmental <br /> review. <br /> One Council Member asked the speaker to explain what her concerns are. Ms. <br /> Hilstrom responded that she is concerned with what is not known. She would like to <br /> know what will come out of the environmental study and why it has not been done. <br /> Dan Cruey, President of SAMCEDA and representing the Board of Directors, spoke in <br /> support of the project. He explained the benefits of this project to staff, the faculty and <br /> regionally. He stated that SAMCEDA considers this a responsible and needed project <br /> especialiy because of traffic benefits. He submitted a letter for the record (on file). <br /> Meg Rogers, resident of Woodhill Estates, said she is supportive of this project. She <br /> acknowledged the benefits to the professors and staff.
