Approve, by motion, installation of temporary traffic calming devices for a six month <br />trial period to include a) speed tables on McGarvey Avenue between Farm Hill <br />Boulevard and Alameda de las Pulgas and, b) a traffic circle at McGarvey <br />Avenue/Chesterton Avenue (east). <br /> <br />2. Approve, by resolution, installation of permanent stop signs at McGarvey <br />Avenue/Euclid Avenue. <br /> <br />BACKGROUND <br />McGarvey Avenue area residents and members of the McGarvey Neighborhood Traffic <br />Committee have asked staff to address issues of speeding and undesirable driving <br />behavior on McGarvey Avenue. Earlier this year, temporary traffic "chokers" were <br />installed at several locations along McGarvey Avenue on a trial basis. These devices <br />are designed to discourage speeding by creating the visual impact of a narrowed <br />roadway. The chokers did not have an appreciable effect on speed reduction as <br />evidenced by speed surveys. Staff believes that the traffic chokers may have been <br />ineffective at this location due to the grade of the roadway and the low visibility/profile of <br />the temporary installation. The traffic chokers were not well-received by residents and <br />bicyclists, and were removed after the trial period. Staff met again with area residents <br />and members of McGarvey Neighborhood Traffic Committee on August 21, 2008 to <br />develop a new traffic calming strategy. <br /> <br />Staff proposes a redesigned traffic calming program, again for a six-month trial period, <br />consisting of the following. <br />1) Installation of temporary "traffic speed tables" at three locations between Farm Hill <br />Boulevard and Alameda de las Pulgas. Please see Attachment 2 - "Location Map". <br />Speed tables are preferable to speed humps on McGarvey as the devices should <br />achieve their designed objective without excessive impact to vehicles. Please see <br />Attachment 3 for an example of a typical temporary speed table. <br />2) Installation of a temporary "traffic circle" on McGarvey at the intersection with <br />Chesterton (east - intersection closer to Roosevelt). The traffic circle will be <br />designed to minimize impact to pedestrians and emergency vehicles. Please see <br />Attachment 4 for an example of a typical temporary traffic circle. <br /> <br />Both the temporary traffic tables and circle are composed of rubber, are obvious as <br />temporary measures, and can be easily removed or relocated after six months. Staff <br />proposes permanently installing the same types of devices if the temporary installations <br />prove effective and are largely accepted by area residents. Permanent installations are <br />more integrated in appearance and more aesthetic compared with the temporary <br />versions. A permanent traffic circle installation can incorporate additional features <br />including landscaping if desired. Please see Attachments 5 and 6 for examples of <br />
