<br />6.3C <br />Page 1 <br /> <br />REPORT <br /> <br />To'the Honorable Mayor CindCity Council <br />, From the City Manager <br /> <br />November 10, 2008 <br /> <br />SUBJECT <br />Amendments to the GID 1-64 Fund Budget for Fiscal Year 2008-2009 and Authorize the <br />Execution of a Professional Services Agreement with Moffatt & Nichol in the amount of <br />$113,344.00 for Exterior Levee Assessment. <br /> <br />RECOMMENDATION <br />1. By resolution, approve an amendment to the Generaf Improvement District 1-64 <br />Budget to include the GID 1-64 appropriations in the Fiscal Year 2008-09 Capital <br />Improvement Program, appropriating and cancelling funding for specified purposes <br />during Fiscal Year 2008-2009. <br />2. Approve, by motion. the professional service agreement with Moffatt & Nichol for <br />assessment of the elevation and geotechnical conditions of the perimeter levee <br />protecting Redwood Shores in an amount not to exceed $113,344.00 and authorize the <br />City Manager to increase the contract amount up to 10% if necessary. <br /> <br />BACKGROUND <br />On July 28.2008. City Council approved a mid-year budget amendment to the GID 1-64 <br />fund budget to include the GID 1-64 appropriations in the Fiscal Year 2008-2009 Capital <br />Improvement Program. The appropriations and cancellation of certain funds for <br />specified purposes included within that amendment need to be accomplished by <br />resolution; therefore. in order to properly authorize the various amendments to the GID <br />1-64 fund budget for Fiscal Year 2008-2009 projects, the City Council is being asked to <br />approve the attached resolution. <br /> <br />One of the major projects to be funded from the GID 1-64 fund budget is the Exterior <br />levee Certification Program. The Federal Emergency Management Agency (FEMA) <br />has implemented a Flood Map Modernization (Map Mod) program to digitize Flood <br />Insurance Rate Maps (FIRMs). As part of this modernization effort, FEMA is obliged to <br />assess existing flood protection measures and requires the inclusion of levee <br />evaluations, The levee evaluation is part of the process to secure levee certification to <br />FEMA standards. Failure to secure certification wit! result in a flood plain designation <br />for the area located behind the levee, require homeowners to obtain flood insurance, <br />and make future development subject to stringent Floodplain Development Standards. <br /> <br />Moffatt & Nichol will assist the City to perform an initial assessment of levee conditions <br />that includes coastal and geotechnical engineering analysis. The proposed assessment <br />fulfills the first phase of requirements of the levee certification process. Moffatt & Nichol <br />was specifically selected from a pool of qualified firms for their expertise in coastal <br />engineering in tidal and wind wave environments. <br /> <br />AL TERNA TIVES <br />1.
