<br />if the number of containers/trailers would be increased and were told that a grant was <br />received to purchase two trailers. It was felt that five trailers in total would be the goal. <br /> <br />The City Manager clarified that the Council wanted preferences brought back prior to <br />meeting again to vote on the budget, and the Mayor verified with Council's support of <br />specific items as well as items that needed revisit or further information. The Mayor <br />pointed out that Council had brought up three issues that are above and beyond what they <br />have been discussing (the ballot initiative, the new jail and the levies) and asked if Council <br />might be better served with a place to keep track of these items since they are not actual <br />Council priorities but outside influences which affect Council's decisions and activities. <br />Council agreed they should be added to Matters of Councilor place on an agenda as <br />necessary, and the Mayor stated she and the Vice Mayor would figure out a way to manage <br />these and factor them at future Council meetings. <br /> <br />Vice Chair, Rob Dickinson, Housing and Human Concerns, presented the recipients for <br />2008-2009 for Human Services Financial Assistance and gave a PowerPoint overview of <br />funding needs, with a priority towards non-housing basic human needs. He gave an <br />overview of their prioritization process in factoring in programs for these needs. Council <br />asked if there were more than two programs, according to the slide show, that got more <br />money than requested, and that the rest got less than requested. Mr. Dickinson noted that <br />some appeared to get more, where in reality it was more than they had received in prior <br />years, and that no program gets less than requested. He stated it is rare that they can <br />reach all the requested amounts in a given year, and reiterated this is where they use the <br />priority ranking. The Vice Mayor asked about the disabled programming funding not being <br />on the slide, and whether or not they received funding from another source. Mr. Dickinson <br />stated that in parceling out funds, some agencies and programs fall off the priority list. He <br />stated they do not always get full funding information from all the programs in order to <br />consider them when the time comes for fund allocations. <br /> <br />Public Comment <br />Sharon Peterson, from the free clinic, Samaritan House, spoke on the importance of <br />volunteer efforts throughout the community. <br /> <br />8. MA TIERS OF COUNCIL INTEREST <br /> <br />A. Legislation (information only) - This sub-section involves possible discussion of <br />City Position on Proposed Legislation described in the League of California Cities <br />Priority Focus Bulletin No. 22-2008. Council may direct staff to act on positions <br />taken by Council. (Copies of League of California Cities Priority Focus available in <br />City Clerk's Department). <br /> <br />Vice Mayor Howard announced a ribbon-cutting ceremony at the Fair Oaks Community <br />Center at 11 :00 on Friday, June 20th, for the community shuttle service of the Fair Oaks <br />Community and surrounding area.
