<br />REPORT <br /> <br />6.18 <br />Page 1 <br /> <br />To the Honorable Mayor and City Council <br />From Diane Howard, Chair of Alliance <br />and Peter Ingram, City Manager <br /> <br />November 10, 2008 <br /> <br />SUBJECT <br />Amendment No. 1 to the Agreement dated June 14, 2007. between City/County <br />Association of Governments of San Mateo County ("C/CAG") and the City of Redwood <br />City for award of funding for implementation of shuttle programs under the "local <br />Services Shuttle Program" component of the Congestion Relief Plan <br /> <br />RECOMMENDATION <br />Authorize the City Manager, by motion. to sign Amendment No. 1 and similar <br />amendments to the Funding and Management Agreement for the Community Shuttle <br />Service Pilot Program. <br /> <br />BACKGROUND <br />On behalf of the City of Redwood City, Vice Mayor Diane Howard serves as the Chair of <br />the Peninsula Traffic Congestion Relief Alliance (the "Alliance"), which is San Mateo <br />County's Transportation Demand Management Agency. The Alliance programs <br />reduces the number of single occupancy vehicles traveling into and through San Mateo <br />County, reduces vehicle emissions, and improves air quality. <br /> <br />In January of 2007. City Council approved the Shultle Service Pilot Program, and <br />directed the Alliance to operate and manage the Shuttle Program. The total annual <br />operational cost of the program was to be $180,000. Funding sources for this program <br />include: 1) a grant from the Bay Area Air Quality Management District ("BAAQMD") in <br />the amount of $30.000.00,2) a grant from the Metropolitan Transportation Commission <br />("MTC"), administered through C/CAG, in the amount of $67,400.00, 3) employer <br />contributions, and 4) Redwood City Traffic Mitigation Fees Funds making up the <br />balance. Over the past two years, Redwood City has paid approximately $36,000.00 <br />annually. <br /> <br />In May of 2008, The Alliance and the City were notified that the BAAQMD grants of <br />$30,000.00 annually would no longer be available. Immediately, the Alliance on the <br />City's behalf, requested additional grant funding from MTC to account for this <br />anticipated shortfall. Amendment No. 1 represents additional grant funding being <br />awarded to the City from MTC through C/CAG in the amount of $90,000.00 which is <br />significantly more than the grant from BAAQMD that was lost. This increases the MTC <br />grant from $67,400.00 to $157.400.00 for Fiscal Year 2008/09, and extends the time of <br />the Shuttle Program agreement until June 30, 2009. <br /> <br />AL TERNA TIVES <br />Council may choose not to authorize the City Manager to execute Amendment No. 1 <br />and direct staff to investigate other means of funding the Shuttle Program. <br /> <br />FISCAL IMPACT <br />There are no fiscal impacts by allowing the City Manager to sign Amendment No. 1 of <br />the Funding and Management Agreement with C/CAG. <br />
