<br />6.28 <br />Page 1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the Ci Mana er <br /> <br />November 10, 2008 <br /> <br />SUBJECT <br />Final Acceptance - Redwood City Recycled Water Project - Phase I - Seaport <br />Distribution System - Bid Package 6 (Seaport Boulevard, Chesapeake Drive, Saginaw <br />Drive, Penobscot Drive, and Galveston Drive) Project <br /> <br />RECOMMENDATION <br />Accept, by motion, the Redwood City Recycled Water Project - Phase I - Seaport <br />Distribution System - Bid Package 6 (Seaport Boulevard, Chesapeake Drive, Saginaw <br />Drive, Penobscot Drive, and Galveston Drive) Project and authorize the early release of <br />50% of the retention ($46,104.75), the release of bonds, and release of the remaining <br />50% of the retention according to City procedures. <br /> <br />BACKGROUND <br />On January 28, 2008, Council awarded the construction contract for the Redwood City <br />Recycled Water Project - Phase' - Seaport Distribution System - Bid Package 6 to <br />Delta Excavating Inc. of Antioch. The project was awarded for a base bid of <br />$908,230.00 and construction began in March, 2008. The project is successfully <br />completed in accordance with the plans and specifications. Eight (8) change orders <br />totaling $13,865.00 were issued. The final contract amount is $922,095.00, and 1.5% <br />more than the contract amount initially awarded. Change orders resulted from quantity <br />adjustments, and additional work attributable to incidental/unforeseeable site conditions. <br /> <br />This is the sixth pipeline project that extends the delivery of recycled water to new <br />commercial irrigation and city roadway landscape customers in the Seaport area. This <br />construction installed over 6,700 linear feet of main transmission piping extending into <br />Seaport Center via Chesapeake Drive, Saginaw Drive, Penobscot Drive, and Galveston <br />Drive. <br /> <br />Staff requests early release of half of the retention. Typically, retention is released 30 <br />days after the recordation of the Notice of Completion. Staff requests Council authorize <br />early release because a) there is limited risk, b) the dollar amount retained after early <br />partial release is sufficient, and c) flexibility, when possible, contributes to a cooperative <br />working relationship with contractors. <br /> <br />ALTERNATIVES <br />Council may accept the project, authorize the release of bonds, but not authorize the <br />reduction and early release of half of the retention for this project. The entire amount of <br />the retention would be released according to the terms of the contract. <br /> <br />FISCAL IMPACT <br />Funds have been appropriated from the Water Revenue Bond proceeds. The City has <br />issued a series of three Water Revenue Bonds to finance Phase 1 of the Recycled <br />Water Project. Available project funds, less unattributed interest, total $2,747,506.79 <br />as of September 30, 2008. Up to 25% of eligible construction costs of Bid Packages 5 <br />through 9 may be reimbursed by the State's Proposition 13 Water Recycling Grant <br />Program. <br />
