Mayor and City t;ouncU <br />'. fn>Jn t~; ~it "M~n~ .~r <br /> <br />November 10, 2008 <br /> <br />SUBJECT <br />Acquisition of police patrol vessel. <br /> <br />RECOMMENDATION <br />1. By Motion, approve a Memorandum of Understanding between the City of Redwood <br />City and the California Department of Boating and Waterways to acquire a police <br />patrol vessel. <br />2. By Resolution, amend the Police Department budget for Fiscal Year 2008-09, to <br />include funding for vessel and trailer maintenance, fuel, and operations equipment. <br /> <br />BACKGROUND <br />In September 1996, the Redwood City Police Department accepted a 28' patrol vessel <br />from the United States Customs Service as part of a "Loan/Use Agreement:' During its <br />many years of service the vessel proved to be a highly valuable asset to the Police <br />Department during search and rescue operations for mariners in distress, abandoned <br />boat removal in support of the Aqua Terra program, maritime law enforcement and <br />patrol operations, allied agency mutual aid, and various community youth outings for the <br />Police Activities League. The vessel is no longer in serviceable condition due to much <br />needed and costly mechanical and structural repairs. It is currently out of the water and <br />has been unavailable for department use for approximately three years. <br /> <br />While conducting research into various funding options to overhaul the aging patrol <br />vessel, Police Department personnel recently learned of an opportunity to obtain a <br />used, but newer and fully operational vessel through the California Department of <br />Boating and Waterways (Cal-Boating). The Cal-Boating vessel is a robust, purpose- <br />built patrol vessel that has been in regular service at the Del Norte County Sheriffs <br />Office in Crescent City, California. The vessel was awarded to Del Norte County as part <br />of a Cal-Boating grant, but was recentJy removed from service when Del Norte County <br />obtained a new vessel. The vessel is a 26' 1998 A1mar patrol boat equipped with <br />updated electronics and a new trailer. The hull of the vessel is expected to remain in <br />serviceable condition until 2015. However, the engines have been operated in excess <br />of 1000 hours in a saltwater environment and will likely need to be replaced in the next <br />two to three years. A Cal-Boating administrator indicated various grant opportunities <br />could be available to the Police Department to offset engine replacement costs once the <br />engines are no longer serviceable. <br /> <br />In order to acquire the vessel, a Memorandum of Understanding is required between <br />the Redwood City Police Department and the California Department of Boating and <br />Waterways. Ownership of the vessel would be retained by Cal-Boating and the Pollee <br />Department would use the vessel for a term of approximately 7.5 years or until 2015 <br />(whichever comes first) or the vessel is deemed unseaworthy. By receiving this vessel <br />the Redwood City Police Department would agree to operate the vessel 10 to 15 hours <br />per week during peak boating season, and as much as possible during the remainder of <br />the year.
