5. SPECIAL ORDERS: <br /> A. Presentation: Police Department — Police Chief Louis Cobarruviaz and Police <br /> Administrative Sergeant Daniel Mulholland. <br /> Chief of Police, Louis Cobarruviaz, presented an oral overview of his Department. <br /> Council asked questions about enrollment for public safety volunteers, the SWAT team, <br /> state funding for activities and the Research in Motion (RIM) system of dispatching. <br /> Council complimented the department on its flexibility, recruitment efforts, and also <br /> collaborative efforts and focus on youth and community. Council asked for continued <br /> reports on the RIM system, information on the gang minimization efforts and was told <br /> this was a combination of departmental activities and outreach efforts by the community <br /> including efforts to cut down on truancy in schools. <br /> B. Presentation: Youth Agenda Collaboration — Parks, Recreation and Community <br /> Services Director Corinne Centeno, Police Chief Louis <br /> Cobarruviaz, Library Director Dave Genesy, and Deputy City <br /> Manager Magda Gonzalez. <br /> Staff presented the report to Council including details about the program, activities, <br /> inventory, accomplishments and their efforts to expand their collaborative efforts <br /> citywide. Council appreciated the report and efforts, and also felt positive about budget <br /> monies being used in these areas. Council stressed the importance of positively <br /> connecting youth and adults in the community. <br /> C. Presentation: Various Other Awards — Mayor Rosanne Foust. <br /> Redwood City was the recipient of the following awards in 2007/2008 (which were on <br /> display at the Council Chambers): 2007 Large Project of the Year Award; 2007 <br /> Recycled Water Agency of the Year; California Redevelopment Association Award of <br /> Excellence for Public Spaces and Linkages; Initiative Visionary Award; Congress of <br /> New Urbanism Charter Award of Excellence; and Deputy City Manager Magda <br /> Gonzalez was the recipient of the 2008 Woman's Leadership Summit Rising Star <br /> Award given by the Municipal Management Association of Northern California. <br /> 6. ORAL COMMUNICATIONS AND CONSENT CALENDAR - CITY COUNCIL <br /> Thomas Mohr spoke about the housing project around Canada College and how he <br /> had a role in the 20/20 plan.
