6.1G
Page 1

REPORT

To the Honorable Mayor and City Council
From the Ci Mana er
. - . - , .. .

November 24, 2008

SUBJECT
Amendment No.1 to the Professional Services Agreement with Moffat & Nichol for
Pr()fessionalErigirieering arid Desigri SeiVices . .. .... ...

RECOMMENDATION
Approve, by motion, Amendment No.1 to the Professional Services Agreement with
Moffat & Nichol for design and engineering services for the Redwood Shores Lagoon
System Dredging, not to exceed $49,301.00. Authorize the City Manager to approve
amendments not exceeding 10% of the total contract value for additional scope of
services.

BACKGROUND
On November 14, 2005, Council approved the original agreement with Moffat & Nichol
for Engineering and Design Services for Phase I for the Redwood Shores Lagoon
System Dredging in an amount not to exceed $106,764.00. This initial phase was to
collect and sample the dredge material and identify areas where dredging is required to
remove sediment that have deposited in the lagoons. Moffat & Nichol has completed
Phase I.

This past Spring, the City hired a contractor to replace many of the non-working sluice
gates that drains into the lagoons. During construction, staff confirmed that sediment
has considerably built up in front of many of these sluice gates; making it difficult for
maintenance workers to maintain and clean the storm piping that drains into the
lagoons. Staff and the consultant believes that concentrating the removal of sediments
near these sluice gates and other areas where there are excessive growth of widgeon
weed caused by build up of sediments will improve the quality of the lagoons for many
more years.

When completed, this project not only will improve the circulation of stagnant water but
will allow maintenance staff to clean and maintain the storm drainage system that drains
into the lagoons.

Staff proposes Amendment No. 1 in an amount not to exceed $49,301.00, for design
and engineering services to be performed by Moffat & Nichol and their sub-consultants.
Services include additional site investigation, preparing design plans and specifications,
and providing construction support services.

ALTERNATIVES
Council may choose not to approve the proposed amendment and direct staff to
postpone this work which will impact the functionality of the lagoons in Redwood
Shores.
