<br />REPORT <br /> <br />6.3A <br />Page 1 <br /> <br /> <br />November 24: 2008 <br /> <br />SUBJECT <br />Authorize the execution of a Memorandum of Understanding related to the San Mateo <br />County City/County Association of Governments' and their effort on the Smart Corridors <br />Project <br /> <br />RECOMMENDATION <br />Approve and authorize the City Manager, by Resolution, to execute a Memorandum of <br />Understanding (MOU) between the City/County Association of Governments (C/CAG), <br />Caltrans District 4, the County of San Mateo, City of Belmont, City of Burlingame, City of <br />Foster City, City of MiIlbrae, City of Redwood City, City of San Bruno, City of San <br />Carlos, City of San Mateo. Town of Atherton, City of South San Francisco, City of Menlo <br />Park, City of East Palo Alto, Metropolitan Transportation Commission (MTC), and San <br />Mateo County Transportation Authority (SMCTA) to acknowledge the Smart Corridors <br />Project, and to agree to work cooperatively to assist in development of the Smart <br />Corridors project. . <br /> <br />BACKGROUND <br />The San Mateo County Smart Corridors Project is a cooperative effort by the San Mateo <br />City/County Association of Governments (C/CAG), San Mateo County Transit Authority, <br />Caltrans, multiple local jurisdictions, and countywide and regional transportation <br />agencies to implement an incident management program to divert and relieve traffic <br />from Highway 101 in case of emergencies. This project is part of the recommendation <br />made by the 2020 Peninsula Gateway Corridor Study which was recently finalized. <br />C/CAG staff made a presentation to this City Council on November 10, 2008. <br /> <br />An Incident Management Committee (IMC) was established to evaluate and strategize <br />programs that can be implemented in San Mateo County to manage traffic congestion <br />during incidents. The program focused on increasing the coordination between <br />Caltrans, California Highway Patrol. local agency public safety and local agency public <br />works staff during freeway incidents when it is desirable to direct traffic that is expected <br />to leave the freeway onto an alternative route on local streets. <br /> <br />The City has been involved with the development of the Alternative Route Plan which <br />currently is in draft form. This plan identified parallel arterial streets that are the best <br />candidates as alternative routes for moving a higher volume of traffic during incidents <br />and while seeking to contain and/or minimize the impacts of the diverted traffic onto the <br />local street network. Routes under consideration in Redwood City are: Industrial Way, <br />Veteran Boulevard, Bayshore Road, Middlefield Road, Twin Dolphin Drive, and <br />Shoreway Road. <br /> <br />The San Mateo County Smart Corridors Project wit! implement traffic management <br />strategies by deploying Intelligent Transportation System (ITS) elements along <br />conventional state highway routes and major local streets such that these designated <br /> <br />10f2 <br />
