<br /> <br />8A <br />Page 1 <br /> <br />November 24, 2008 <br /> <br />SUBJECT <br />General Plan and Zoning Map Amendments for Properties in the Vicinity of Cedar and <br />Main Streets <br /> <br />RECOMMENDATION <br />1) Approve, by Resolution, an amendment to the Strategic General Plan Land Use <br />Map changing the General Plan Land Use designation of the following three <br />properties from "Heavy Commercial" to "Heavy Commercial-Mixed Use <br />Residential:" 104 and 112 Cedar Street (APN _053-188-050 and 053-188-060, <br />respectively); 128-132 Cedar Street and 1406 "Main Street (053-188-010); and <br />1414 Main Street (APN 053-188-020) (Attachment 1). <br /> <br />2) Introduce an Ordinance to amend Article 60, Zoning Map No. 3 as follows <br />(Attachment 2): <br />a. 104 and 112 Cedar Street (APN 053-188-050 and 053-188-060, respectively): <br />Rezone from the General Commercial (CG) to the General Commercial- <br />Combined Residential (CG-R) Zoning District (consists of two parcels that will <br />be merged). <br />b. 128-132 Cedar Street and 1406 Main Street (APN 053-188-010): Rezone <br />from the Industrial Restricted (IR) to the General Commercial-Combined <br />Residential (CG-R) Zoning District. <br />c. 1414 Main Street (APN 053-188-020): Rezone from the Industrial Restricted <br />(lR) to the General Commercial-Combined Residential (CG-R) Zoning District. <br /> <br />BACKGROUND <br />The Mental Health Associates of San Mateo County (MHASMC) intends to develop <br />permanent rental housing on a vacant property at 104 and 112 Cedar Street for <br />extremely low income1 and disabled adults. The project would consist of 14 rental units <br />of approximately 450 square feet each, and one manager's unit of 600 square feet for a <br />total of 15 units. There would also be a small surface parking lot with about eight <br />spaces, to be used primarily by staff, occasional visitors afld for deliveries of medicine, <br />food, as well as related support services. <br /> <br />The property located at 104 and 112 Cedar Street totals 12,875 square feet, and has <br />been purchased by MHASMC with assistance from the City of Redwood City through <br />Federal Housing and Urban Development (HUD) funding allocations. As a "HUD <br />Entitlement City," Redwood City administers funding from Community Development <br />Block Grant (CDBG) and HOME Investment Partnership Program (HOME) funds. <br /> <br />The general neighborhood is composed of a mix of land uses. The surrounding project <br />area includes warehouse uses to the east, a "McDonald's" restaurant to the south, a <br /> <br />1 Household incomes of less than $25,000 per year. <br />
