<br />8A <br />Page 3 <br /> <br />Planning Commission Action <br />The Planning Commission initially acted on this item on June 5, 2007 when they <br />initiated General Plan and Zoning Map Amendments for the subject properties. <br />Subsequently, the Planning Commission met on May 20, 2008 and reviewed the <br />application at a joint public hearing with the Zoning Administrator. A Public Hearing <br />notice on the joint Planning Commission and Zoning Administrator public hearing was <br />sent to property owners within 300 feet of the bounds of the subject sites, as well as to <br />other interested parties, and was published in the local newspaper, in compliance with <br />the CEQA, S8 18 Tribal Notification requirements, and Article 49 of the Zoning <br />Ordinance which regulates public hearings. No members of the public were on hand to <br />speak to the item. <br /> <br />The Planning Commission unanimously voted to approve the Draft IS/MND. The <br />Planning Commission members expressed support for the project and unanimously <br />voted to recommend that the City Council approve the General Plan and Zoning Map <br />Amendments. <br /> <br />After the close of the public hearing and the Planning Commission portion of the <br />meeting, the Zoning Administrator reviewed the remaining Planned Development Permit <br />and Use Permit applications. The Zoning Administrator cannot act on these remaining <br />applications until the City Council acts on the General Plan and Zoning Map <br />Amendments. Action on this matter will need to be taken by the Zoning Administrator <br />subsequent to City Council action. (See list below of related documents available in City <br />Clerk's office). <br /> <br />ALTERNATIVES <br />The "No action" alternative is the only alternative available to the Council. Under the "No <br />action" alternative, the General Plan and Zoning Map Amendments would not be <br />approved and the Planned Development and Use Permits would not be granted. The <br />project would not occur and would not bring existing non-conforming land uses into <br />conformance. <br /> <br />FISCAL IMPACT <br />MHASMC applied for and received $748,494 in CD8G and HOME funds from the City <br />Council in April 2006 for site acquisition in order to develop the 15-unit residential <br />project. MHASMC is responsible for any additional needed funds for the project. <br />
