<br />REPORT <br /> <br />6.18 <br />Page 1 <br /> <br />To the Honorable Mayor and City Council <br />From the Cit Mana er <br /> <br />November 24, 2008 <br /> <br />SUBJECT <br />Sewer System Management Plan (SSMP) Development Plan and Schedule <br /> <br />RECOMMENDATION <br />Approve by motion the "SSMP Development Plan and Schedule" for the City's Sewer <br />System, as required by the State Water Resources Control Board. <br /> <br />BACKGROUND <br />In 2005, the Regional Water Quality Control Board (Regional Water Board) adopted a <br />requirement for all municipal agencies in the Bay Area that own sanitary sewer systems <br />to develop a SSMP. In 2006, the State Water Resources Control Board (State Water <br />Board) adopted similar requirements. City staff has been actively working on a SSMP <br />for the City in compliance with the requirements of these two agencies. <br /> <br />Under the State Water Board requirements, the governing body of the sewer agency <br />must approve a SSMP Development Plan and Schedule. The Council is being asked to <br />approve the proposed SSMP Development Plan and Schedule in accordance with <br />requirements of the State Water Board. <br /> <br />The attached SSMP Development Plan and Schedule describes the status of the City's <br />program development, along with a schedule for completion of this documentation <br />required by the State and Regional Water Boards. The final SSMP must also be <br />approved by the Council, and that approval is currently scheduled for early next year <br />after the SSMP is completed. . <br /> <br />ALTERNATIVES <br />No action - failure to approve and submit a SSMP Development Plan and Schedule will <br />place the City in non-compliance with requirements of the State Water Board. <br /> <br />FISCAL IMPACT <br />There is no fiscal impact for approval of the SSMP Development Plan and Schedule. <br /> <br />/~ lt1A1..~. . <br />Marilyn Hara . <br />Public Works Superintendent <br /> <br />Y./ <br /> <br />Peter C.
