<br />~. <br /> <br />12/08/2008 <br /> <br />ORIGINAL <br /> <br />RESOLUTION NO. 14914 <br /> <br />RESOLUTION ESTABLISHING THE GUIDING PRINCIPLES FOR <br />LANDSCAPE IRRIGATION WATER RATES AND THE POLICY <br />AND PROCEDURE FOR CALCULATING AND IMPLEMENTING <br />WATER USE BUDGETS FOR LANDSCAPE IRRIGATION <br />CUSTOMERS <br /> <br />WHEREAS, the Director of Public Works Services has recommended that the <br /> <br />City Council of the City of Redwood City ("City") establish the policy and procedure for <br /> <br />calculating and implementing water use budgets for landscape irrigation customers; and <br /> <br />WHEREAS, the City recently established landscape irrigation water rates for <br /> <br />sites with dedicated landscape irrigation accounts. <br /> <br />NOW, THEREFORE BE IT RESOLVED BY THE CITY OF REDWOOD <br />CITY, AS FOLLOWS: <br /> <br />Section 1. Guidin~ Principles for Landscape Irri~ation Water Rates. For the <br />purpose of this section, the following principles are established, and shall apply, to all <br />premises served by the water system owned and operated by the City of Redwood City: <br /> <br />1. Water Budqet. The City will establish a water use budget for all sites having <br />dedicated landscape irrigation accounts. The water budgeted for each billing cycle <br />will be based on specific site characteristics and weather. Site characteristics include <br />irrigated landscape area (i.e., turf, non-turf, and water features) and the type of <br />irrigation system used (e.g., pop-ups or rotors). Daily weather statistics (i.e., <br />evapotranspiration and rainfall) will be collected from nearby weather stations and <br />matched to each customer's billing cycle. The mathematics of the water budget <br />calculation will be available for viewing at the City's web site. <br /> <br />2. Minimum Water Budqet. Every site having a dedicated landscape irrigation account <br />will receive a water budget exceeding that computed for 1,000 square feet of turf <br />grass. <br /> <br />3. Revenue Neutral. The transition from the current water rate system to water budgets <br />will be revenue neutral in total over all irrigation customers-no more or less <br />revenues will be generated from irrigation customers from current conditions. <br />Individual customers, however, will experience changes in their total water bills. <br /> <br />Atty/Reso/Reso.1872 <br />111208 <br /> <br />14914 <br />MUFF # 802 <br />
