<br />but also felt it would be better if both sides could get together and write something more <br />appropriate for everyone involved. <br /> <br />John Nelson pondered on the appropriateness of the two-thirds vote. He also asked <br />where these petition signers are since he never runs across them in a public context. He <br />also spoke to the point of reading the initiative in order to understand it and/or ask <br />appropriate questions related to it. <br /> <br />David Conklin spoke in representation of the Fully Alive Community Church property that <br />is also caught within the net of the unintended consequences and zoning issues. He <br />spoke to the fact that it is unclear whether or not the church can expand its existing <br />building without a two-thirds vote as to what they are planning to do. <br /> <br />Pat Dixon spoke again of her concern over the initiative, and to the information that was <br />given to community members she knew of who had signed the petition. She stressed that <br />looking at the City's history she expressed the desire for no Charter changes. <br /> <br />Matt Leddy commented on the City's countermeasure and its reference to what the Cargill <br />lands are used for, as far as salt production. He spoke to the history of the Cargill lands <br />up to and including the production of salt. <br /> <br />Mayor Foust spoke in appreciation of the comments and the respect given to all. City <br />Attorney Yamamoto restated information from the prior Council meeting for the benefit of <br />members of Council who were absent from the meeting. Photographs were again shown, <br />which represented the ten areas which contain parcels subject to the proposed initiative, <br />also for those members absent last meeting. The Mayor was asked and was shown the <br />property areallines that extended in a waterway and showed examples of docks which are <br />residential, private or association owned and their extension into the waterway. Council <br />requested information on how dock improvements are handled presently in keeping with <br />environmental respect for the area, and Planning Manager, Jill Ekas, went over the <br />Lagoon Bank Policy and Planned Development Permits. <br /> <br />The City Attorney spoke to the validity of the countermeasure and reinforced this by <br />saying that any measure brought by Council is legally challengeable. He, however, <br />repeated that the countermeasure is solid in its language and calling it legally <br />challengeable does not make it legally invalid. <br /> <br />Council took a short break at 9:00 p.m. to 9:15 p.m. The Council resumed the meeting at <br />9:15 p.m. <br /> <br />Council Discussion: <br /> <br />The City Attorney went over the changes made to the countermeasure based on Council's <br />directives and talked about the proposed measure and the attached resolutions which <br />would be submitted to the County, if this was Council's decision at this time.
