<br /> <br />6.2A <br />Page 1 <br /> <br />December 15, 2008 <br /> <br />SUBJECT <br />Owner Participation Agreement (OPA) for Mental Health Association of San Mateo <br />County (MHASMC) proposal for 15-unit affordable supportive housing project at Cedar <br />& Lathrop Street - APN # 053-188-080 (Form of Agreement is substantially complete) <br /> <br />RECOMMENDATION <br />1. Approve, by Resolution, the Owner Participation Agreement by and between the <br />Redwood City Redevelopment Agency, the City of Redwood City and Mental <br />Health Association of San Mateo County to construct supportive housing units on <br />land acquired by MHASMC, and <br />2. Approve, by Resolution, the authorization of the expenditure of Housing Setaside <br />Funds in Redevelopment Area A, not to exceed $250,000. <br /> <br />BACKGROUND <br />In April 2006, the City Council allocated $748,493.67 to MHASMC to purchase the <br />property located at 104 and 112 Cedar Street. The two parcels offered for sale were in <br />a suitable location for a well designed permanent rental housing development for low <br />income adults with disabilities (50% AMI). The client group to be served by the <br />proposed development is individuals with household income actually 30% or less of the <br />area median income and will produce units affordable to extremely low income <br />residents. <br /> <br />MHASMC has since coordinated its efforts with the County of San Mateo Environmental <br />Health Department to remove soil contamination and backfill for soil engineering <br />standards, and has submitted plans to the City for development. Both California <br />Environmental Quality Act and National Environmental Protection Act clearances have <br />been received and mitigations have been addressed in the project design. <br /> <br />The development application has been reviewed by the Historic Resources Advisory <br />Board and the Architectural Review Committee. The Planning Commission has <br />recommended to Council an Amendment to the General Plan and a Re-Zoning of the <br />property to allow housing and was brought to Council for approval on the 11/24/08 <br />agenda. A Use Permit will be required and a Planned Development permit will be used <br />to provide conditional parking and density at the site. <br /> <br />The City provided $748,493.67 in Community Development Block Grant (CDBG) and <br />HOME Investment Partnership funds (HOME) for the cost of site acquisition. The <br />Funding Agreement for acquisition. dated April 26, 2006, required a subsequent Owner <br />Participation Agreement (OPA) between MHASMC, the Redevelopment Agency, and <br />the City of Redwood City which sets forth Affordable Housing Covenants on the project <br />for a period of 55 years and meets other CDBG and HOME program regulations.
