All foundations are to be of brick or concrete and shall be either solid walls or piers~ and shall extend at least four (4) inches above the ground line. The concrete or brick piers shall be at least eight (8) on top and seventeen (17) inches on footings and shall extend to clay~ and shall be spaced six (6) feet on centers. The top of any foundation '(jaIl shall not be less than inche s on top and seventeen (17) inohes on footings and said wall shall extend at least 12 inches below the surface of the ground. No wooden or plank foundations shall be allowed on residences or dwellings. SECTION 44i.
