Adopt a resolution requesting the Board of Supervisors of the County of San <br />Mateo to consolidate the Redwood City special municipal election with the <br />statewide general election to be held on November 4, 2008. <br /> <br />RESOLUTION No. 14883 OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY, <br />CALIFORNIA REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF <br />SAN MATEO TO CONSOLIDATE A SPECIAL MUNICIPAL ELECTION TO BE HELD ON <br />NOVEMBER 4, 2008, WITH THE STATEWIDE GENERAL ELECTION TO BE HELD ON <br />THE DATE PURSUANT TO SECTION 10403 OF THE ELECTIONS CODE <br /> <br />4. Authorize the City Clerk to enter into a Service Agreement for the provision of <br />election services with the San Mateo County Chief Elections Officer to conduct <br />a special election for the City of Redwood City. Minute Order 08-155 <br /> <br />5. Direct the City Clerk to provide all election notices required by law and file the <br />resolutions with the County of San Mateo. Minute Order 08-156 <br /> <br />Council Member Ira requested that the staff report be provided before public comment. <br />There was Council consensus to follow such protocol. <br /> <br />City Attorney Yamamoto presented the staff with the newest draft of the proposed City- <br />sponsored counter measure. He went over the changes and refinements made since the <br />last draft, and stated these were word changes and not substantial changes to the text. <br />He stated Council had also asked for alternatives with respect to the manner in which the <br />ballot question could or would be presented to the voters, and two alternative ballot <br />questions were outlined for Council in this new drafting. He explained all the actions <br />before Council and the next steps. <br /> <br />Council Questions and Comments <br />Council asked if the counter or alternative measure would assure 100% protection of the <br />homeowners. Mr. Yamamoto stated that the manner in which the City-sponsored measure <br />is crafted, it does not speak to any lands beyond Cargill. <br /> <br />One member of Council spoke to the fact that the countermeasure does not adequately <br />address the homeowners involved, and felt that it would be a better option to forego the <br />countermeasure and let the initiative go to vote. In the event that these homeowners were <br />affected, Council would do everything within its power to protect them, but felt that the <br />countermeasure did not address these concerns, reiterating that these homeowners would <br />not be forgotten in Council's continuing efforts. Council expressed a commitment to <br />protecting the residents that might be impacted by the Charter Amendment. <br /> <br />Public Comment <br />Mayor Foust read a letter from Victor Torreano reflecting his views on the initiative.
