<br />Cherlene Carpentier spoke about her view that the Mayor need recuse herself from <br />involvement in this measure due to supposed conflict of interest. Ms. Carpentier opined <br />that Mayor Foust's employment with SAMCEDA (San Mateo County Economic <br />Development Association) is a conflict of interest. She spoke in support of the initiative <br />and protecting the bay lands. <br /> <br />George Milianich urged Council to place the initiative on the ballot and urged Council to <br />reconsider putting a competing measure on the ballot. He wants to have the choice of <br />stopping what he considers "ill-conceived" development. <br /> <br />Cheryl Monroe spoke to the Save the Bay initiative, and the petition signers, in that she <br />questioned if they read the entire measure and if that had happened maybe it would not <br />have made it to the ballot. She urged everyone in the community to read the measure <br />prior to voting on the measure. She disagreed with prior comments made by David Lewis <br />and Peggy Bruggman. <br /> <br />Ciara Preston spoke to the earlier Fire Department proclamation in that they had helped <br />her husband in the recent past, and she also was in support of Save the Bay efforts. She <br />wished the initiative be placed on the November ballot. <br /> <br />David Lewis, Executive Director of Save the Bay, asked that the Council to listen to the <br />community and place the initiative measure on the ballot without a countermeasure. He <br />opined this would be in accordance with the validated petition, and the support of <br />community groups and land use authorities, states attorneys, etc. He named various <br />legislators who have supported the initiative. <br /> <br />Janet Borgens spoke in support of open space but explained why she would vote against <br />either the proposed initiative and/or a countermeasure. In her opinion, both are <br />inappropriate an ineffective for the City. She opined that a true resolution is yet to be seen <br />and does not lie in either of these two measures. She believes the initiative is an <br />"attorney's dream" possibly leading to much litigation. <br /> <br />Lynn Chou Jonas spoke to the effects the proposed initiative on hers and other properties. <br />She respected the preservation of the bay lands, but stressed unintended consequences <br />to Docktown if the initiative passes. She hoped a counter initiative would still make it to <br />ballot. <br /> <br />Bill Heath spoke to everything he personally learned through this ongoing process. He <br />stated he will vote against what is put on the ballot and supports building on the Cargill <br />lands because he feels the City needs more space for housing. <br /> <br />Jerry Pierce, with Citizens to Protect Redwood City, asked other community members to <br />join this group in its opposition of the proposed charter amendment. He listed the <br />unintended consequences and costs if the amendment passes. Mr. Pierce opined that <br />"Save the Bay" might be using local residents and the community to achieve its goals. <br /> <br />James Jonas spoke to the concerns over the proposed amendment.
