<br />6.18 <br />Page 1 <br /> <br />REPO.RT <br /> <br /> <br />January 12, 2009 <br /> <br />SUBJECT <br />Cost sharing agreement with the San Mateo County Transportation Authority for the <br />distribution of Measure A Funds for local transportation purposes <br /> <br />RECOMMENDAnON . <br />Approve, by motion, the proposed agreement with the San Mateo County Transportation <br />Authority for the distribution of Measure A funds and authorize the City Manager to <br />execute the same. <br /> <br />BACKGROUND <br />In 1988, San Mateo County voters approved a tax ordinance, Measure A, which <br />authorized a half percent sales tax to be used to improve transit and relieve traffic <br />congestion. At that time, the San Mateo County Board of Supervisors created the San <br />Mateo County Transportation Authority (TA) to administer the sales tax funds and <br />implement the objectives and projects identified in the Agency's Transportation <br />Expenditure Plan. The City uses Measure A funds it receives primarily for the Street <br />Pavement Management Program. <br /> <br />Measure A was to expire at the end of 2008, however, in 2004 San Mateo County <br />voters extended Measure A until 2033. The extension of the funding provision was <br />accompanied by a revised plan for specific expenditures. Please see Exhibit A ("San <br />Mateo County Transportation Authority 2004 Transportation Expenditure Plan") to the <br />proposed attached agreement. <br /> <br />As a result of the extension of Measure A, and as in 1989, the T A requests all cities and <br />the county to enter into an agreement that governs the terms and conditions for the <br />allocation and expenditure of Measure A funds. The proposed agreement, similar to the <br />agreement executed in 1989t allows for an annual update of the formula used to <br />distribute funds. Factors include changes in population and number of road mites. In <br />the pastt the city's entitlement has been only negligibly affected as a result of changes <br />to the distribution formula. <br /> <br />ALTERNATIVES <br />Council may choose not to approve the proposed agreement or may direct staff to seek <br />modification to specific terms or conditions. <br /> <br />FISCAL IMPACT <br />The extension of Measure A is expected to generate $1.5 billion over its 25 year term. <br />Local agencies will receive 22.5%, or up to $337.5 million. City of Redwood City is <br />currently entitled to receive 9.60/0, or $32.4 million of the local agency allocation. <br />Measure A funds are annually programmed into the Capital Improvement Program, <br />Transportation Funds budget. These funds are primarily used for the Street Pavement <br />Management Program. <br />
