Amend the Redwood City Police Budget by resolution, for Fiscal year 08-09 Patrol <br />Services Sub-Program Budget (62131) to include $10,000 for the removal of <br />Abandoned Watercraft. <br /> <br />B. Authorize the Chief of Police, by resolution, to execute the agreement with the <br />California Department of Boating and yvaterways for the Abatement of Abandoned, <br />Wrecked, or Dismantled Watercraft. <br /> <br />BACKGROUND <br />One of the responsibilities of the Redwood City Police Department's Marine <br />Enforcement Unit is to monitor the waterways in Redwood City for derelict vessels. Over <br />the years, many vessels have been abandoned in the waterways and have created <br />navigation and environmental hazards. The Police Department, along with members of <br />the Aqua Terra Group, the Port of Redwood City, and the City's Code Enforcement Unit <br />have worked together to remove the vessels. The cost to tow or remove abandoned <br />watercraft is substantial. <br /> <br />On September 25, 2008, the Department of Boating and Waterways approved an <br />application by the Redwood City Police Department for grant funding for the removal <br />and disposal of abandoned, wrecked, or dismantled watercraft, which pose a substantial <br />hazard to navigation in the Redwood City waterways. The total amount which may be <br />reimbursed is $10,000 and must be spent by June 3D, 2009. <br /> <br />The California Department of Boating and Waterways will only reimburse the City for <br />actual expenditures. There is also a requirement for the Police Department to match the <br />funds by a 10-percent contribution. The ten-percent matching fund requirement will be <br />absorbed in the Police Department's 2008-2009 budget and $10,000 will be <br />appropriated from the General Fund to the Police Department Budget Sub-Program <br />(62131). The State will then reimburse the City's General Fund up to $101000. <br /> <br />AL TERNA riVES <br />The City Council could choose not to approve the contract. The Police Department <br />would have to find other funding opportunities to remove derelict vessels. <br /> <br />1 <br />
