<br />7A <br />Page 4 <br />The proposed scope and duties of the Advisory Committee include the following (for <br />both scopes, the committee is advisory in nature): <br /> <br />Level 1: basic scope: <br /> <br />. Provide general input and assistance related to projects, programs, and surveys, <br />generating ideas and recommending solutions as appropriate <br />. Serve as a resource to improve pedestrian and bicycle safety throughout Redwood <br />City and provide the pedestrian and bicyclist perspective for staff <br />. Assist staff in identifying and prioritizing grant projects, and research data and <br />background information for grant applications <br />. Assist with public education <br />. Assist with public outreach in support of community workshops and communication, <br />utilizing the committee members' networking connections and contacts <br /> <br />Level 2: broader scope: <br /> <br />. Fulfill aU duties and scope outlined in Level 1 <br />. Review bike/ped plans of other jurisdictions, identify and recommend concepts and <br />components most suited to Redwood City, distill the information for staff, and serve <br />as a staff resource for developing a citywide Bicycle and Pedestrian Plan and other <br />mobility plans <br />. Identify opportunities for increasing bike/ped use and mobility, and provide <br />recommendations for consideration by staff, Planning Commission, and City Council <br />. Review projects for "Complete Streets" criteria as needed. In some cases City staff <br />will bring projects to the Advisory Committee for its review. In other cases the <br />Advisory Committee may ask to review specific projects. <br />. Serve as a liaison between City staff and relevant pedestrian and bicycle <br />organizations to keep staff advised of current bike/ped issues and opportunities <br />. Identify and develop possible citywide goals, such as reducing Vehicle Miles <br />Traveled, including methods for measuring and tracking performance to goal <br /> <br />The perspective of bicyclists and pedestrians is extremely important for achieving <br />Redwood City's mobility objectives. The City wants to connect with the users of its <br />sidewalks and streets, in the same way that pedestrians and cyclists want to work with <br />the City to improve mobility. An Advisory Committee will offer an appropriate and <br />structured venue for community members to provide their recommendations in a <br />coordinated and cooperative spirit. <br /> <br />ALTERNATIVES <br />. Modify the existing Working Group without forming an Advisory Committee <br />. Discontinue the existing Working Group without forming an Advisory Committee <br /> <br />FISCAL IMPACT <br /> <br />Ongoing staff time will be required to support monthly Advisory Committee meetings, at <br />a projected cost of between $9,000 and $24,000 per year depending on level of <br />support. It is not anticipated that this will result in new staff or additional time, but rather <br />will be a reallocation of current staff activities. The potential benefit is a more efficient <br />
