It is a collaborative, voluntary Initiative carried out with the help of <br />financial institutions, city mayors, federal bank regulatory agencies and community groups. This prestigious award has recognized outstanding <br />programs across the country that improves the quality of life in America's communities. <br /> <br />Cities are welcome to submit nominations beginning in February 2009, and two winners will be <br />selected in each of the four population categories.
