<br />FY 2009-10 Notice of Funding Availability (NOFA) Funding Priorities
<br />
<br />The County of San Mateo Department of Housing is pleased to announce the availability of funds for a variety of housing and
<br />community development activities that benefit lower income residents. Starting December 2008, the County will invite applications
<br />for these funds, which will be available on or after July 1,2009. Funding under this NOF A will come from four federal programs: ())
<br />Community Development Block Grant (COHO), (2) HOME Investment Partnerships (HOME), (3) Emergency Shelter Grant (ESG),
<br />and (4) Economic Development Initiative (EDI).
<br />
<br />This NOF A consists of three categories: (l) Housing; (2) Community Services (Public Services); and (3) Community Facilities
<br />(Public Facilities) /Micro-Entel'prise Assistance. Funding amounts for the three categories are described below. Please note the
<br />amounts below are approximates; the actual amounts will be subject to the latest HUD allocations, expected to be announced
<br />December 2008/January 2009.

<br />1. Housing:
<br />a. Housing Develooment: Funding for this category comprises a combination of; 40% of the new COHO Grant, the l-lOME
<br />and the EDI Grants, plus program income derived from loan repayments. Approximately $2,7 million available for
<br />applications.
<br />b. Minor Home Reoair Programs: Funding will be up to 10% of the CDBG Grant. Approximately $280,000 available.
<br />2. Community Services (Public Services): Funding is based on 15% of the CDBG Grant, plus ESG. Approx. $540,000 available.
<br />3. Community Facilities (Public Facilities)1 Micro~Enter(>rise Assistance: Funding for this category up to $350,000 CDBG funds.

<br />Successful applications will meet one of the funding priorities listed below. All programs! projects must benefit Low, Very
<br />Low, and Extremely Low -Income persons. No contract will be awarded for less than $15,000.
<br />
<br />A. Housing Development/Housing Repair and Modification Programs
<br />I. Development of new housing, preferably transit-oriented, and acquisition/rehabilitation of existing housing, to
<br />provide affordable housing, permanent supportive housing, or transitional housing, for Extremely Low (ELI)
<br />and Very Low-lncome(VLl) individuals. families, a~d persons with special needs.*(On-site support amenities

<br />H:oinelessness. Therefore, two-thirds (2/3) of the Housing Development allocation will be aimed a~ assisting

<br />2. Conversion or rehabilitation of existing structures for the purpose of providing affordable/ supportive / or
<br />transitional housing.
<br />3. Housing repair and modification programs operated by nonprofit agencies that provide cost-effective
<br />improvements focusing on health & safety, housing quality standards, and/or access modifications.
<br />4. Rehabilitation of rent-restricted existing multi-family affordable housing.
<br />
<br />B. Public Services Programs (including Shelter Operations & Fair Housing Enforcement)
<br />1, Operational support for emergency shelters and transitional housing programs that serve individuals and
<br />families.
<br />2. Operational support for agencies that provide safety net services.
<br />3. Supportive services that are aimed at keeping people in their homes, including fair housing services.
<br />
<br />C. Community & Economic Devt (including Public Facilities & Micro-Enterprise Assistance)
<br />1. Development (acquisition and/or new construction) or rehabilitation of emergency shelters or facilities
<br />providing service~enriched supportive housing for persons with special needs, * to meet the goals of the HOPE
<br />Plan to Prevent and End Homelessness in the Coullty.
<br />2. Development (acquisition and/or new construction) or rehabilitation of community facilities serving lower
<br />income individuals and households.
<br />3. Activities which result in the creation or retention of permanent employment opportunities for lower income
<br />persons.

<br />Persons with SDecial Needs. For County purposes. this category shall include, but not be limited to. mentally ill persons,
<br />emancipated youth, victims of domestic violence, seniors aging in place, persons recovering from substance abuse, persons
<br />recently released from prison or jail, and low income veterans. Under CDBG regulations, this category (presumed benefit
<br />population) also includes: abused children, battered spouses, the elderly, adult persons with serious disabilities, the homeless,
<br />illiterate persons, migrant farm workers. persons with HIV/AIDS.
