Dianne Feinstein (D-California) has introduced S. 116, a bill to require the Secretary of the <br />Treasury to allocate $10,000,000,000 of Troubled Asset ReHef Program (TARP) funds to local <br />governments that have suffered significant losses due to highly-rated investments in failed <br />financial institutions. Arnold Schwarzenegger vetoed the entire package of budget-balancing bills passed <br />by the Legislature in December. That package of 12 majority vote-only bills aimed to cut state <br />expenses and raise revenues to achieve about $18.1 billion current fiscal year General Fund <br />savings, split roughly into $9.3 billion in new revenues and $8.7 billion in cuts.
