Council Member Leipzig said that AB 2081 "is a special interest piece of <br /> legislation being introduced by an Assembly Member in Southern California that <br /> would exempt large newspapers from sales tax." He said that if this bill passed, <br /> newspapers would not have to give the sales tax collected (which is included in <br /> the price of the newspaper) to the State; and, if they didn't change their rates to <br /> reflect this cost saving, they would receive a windfall. <br /> <br /> Carol Ford, 360 Bowsprit, Redwood City, advised that this bill was not out of <br /> committee yet and was still subject to amendment. She asked the Council to wait <br /> until it had been reported out before the Council Members took a stand on it. <br /> She added that there were federal noise standards in place and the subject bill <br /> might not be as effective as first thought, since federal standards supersede local <br /> laws. <br /> <br /> Council Member Claire said the League of California Cities would monitor the <br /> progress of this bill and report back to the City and the City's Legislative <br /> Committee with appropriate recommendations. <br /> <br /> M/S: CLAIRE/IRA TO SUPPORT SB 1853 AND OPPOSE AB 2081 AND <br /> INSTRUCT THE MAYOR TO WRITE TO THE CITY'S STATE LEGISLATORS TO <br /> THAT EFFECT <br /> <br /> CARRIED BY UNANIMOUS VOICE VOTE OF MEMBERS PRESENT. <br /> <br />Arlyn C.
