Mana' . er <br /> <br />February 9,2009 <br /> <br />SUBJECT <br />Construction Management Services for the Redwood City Recycled Water Project - <br />Phase I - Seaport Distribution System - Bid Package 5A and Bayfront Distribution <br />System - Bid Package 8. <br /> <br />RECOMMENDATION <br />Approve, by motion, a professional services agreement with The Covello Group, Inc. of <br />Walnut Creek to provide construction management services for the Redwood City <br />Recycled Water Project - Phase I - Seaport Distribution System - Bid Package 5A and <br />Bayfront Distribution System - Bid Package 8 not to exceed $312,000.00. <br /> <br />BACKGROUND <br />Staff conducted a selection process in December 2005 to choose a firm to provide <br />construction management and inspection services for the Redwood City Recycled <br />Water Project - Phase I - Distribution System. Two firms were found to be equally <br />qualified and experienced; The Covello Group, Inc. ("Covello"), and eSG Consultants, <br />Inc. ("CSG"). <br /> <br />The City has initiated eight recycled water distribution pipeline construction projects <br />over the past three years (Bid Packages 1, 2, 3, 4, 5, 6, 7, and 9). Public bidding of Bid <br />Package 5A is scheduled to conclude by late spring. The work of Bid Package 5A was <br />estimated at $341,400 to provide an 8-inch PVC recycled water pipeline extension <br />along Herkner Road. Award of the contract for construction for Bid Package 8 is <br />proposed in a companion staff report. The work of Bid Package 8 was estimated at <br />$1,550,000 to provide 24...inch PVC and welded steel recycled water pipeline along East <br />Bayshore Road, Sair Island Road, Redwood Creek, Highway 101, and Maple Street. <br /> <br />Covello and CSG are equally qualified and selection of one of these firms for any phase <br />of the project to date has been largely a matter of availability and specialization. <br />Council has previously approved agreements with CSG for Bid Packages 1 through 4 <br />and 9. Council has previously approved an agreement with Covello for Bid Package 5 <br />through 7. Both Covello and CSG have successfully provided construction management <br />services for the recycled water project. Covello's services are preferred for Bid <br />PaCkages 5A and 8 because of the greater availability of their key personnel during the <br />time period scheduled for this project. <br /> <br />ALTERNATIVES <br />· Council may choose not to approve the proposed agreement with Covello, and direct <br />staff to seek other construction management services. <br />· Council may give direction to increase existing Engineering and Construction <br />Division staffing. Adding staff has short term and long term ramifications. <br />a. Advantageous aspects include short term cost savings, and gained/retained <br />experience from the direct management of this type work. <br />
