<br />Community Development Block Grant (CDBG) Funding Agreement for Fiscal Year
<br />2008-09.
<br />
<br />RECOMMENDATION
<br />Authorize, by motion, approval of funding agreement with Community Overcoming
<br />Relationship Abuse (CORA) for public facility improvements.
<br />
<br />BACKGROUND
<br />Each year the City receives an entitlement of Community Development Block Grant
<br />(CDBG) funds from the U.S. Department of Housing and Urban Development. These
<br />funds provide intervention and supportive programs to Redwood City citizens which
<br />include homeless services, senior and youth programs, job training, economic
<br />development assistance, minor home repair and energy conservation programs. CDSG
<br />funds are exclusively. targeted to low and moderate income residents to meet certain
<br />housing, supportive programs, and non-housing community development needs.
<br />
<br />The Council approved 24 programs and activities in the Consolidated Annual Action
<br />Plan for 2008-2009. On September 8, 2008, twelve funding agreements were approved
<br />for programs funded under Priority # 2 of the Consolidated Plan to provide public
<br />service activities that help reduce poverty, prevent homelessness, and provide
<br />intervention programs that meet basic human needs and assist special needs
<br />populations.
<br />
<br />Other activities for FY 2008-2009 were funded under Priority # 1, to promote affordable
<br />housing for all populations by increasing the number of affordable, accessible, decent
<br />safe and sanitary, and ownership units for low and moderate income households.
<br />Additional activities were funded under Priority # 3 to implement non-housing
<br />community development activities to provide economic and physical improvements and
<br />facilities for social programs in low income neighborhoods. While activities funded
<br />under Priority # 2 are service related programs, Priority # 1 and 3 are physical activities
<br />that are site specific. As such, these site acquisition and public facility improvement
<br />projects are brought to Council for approval when the activities are ready to proceed.
<br />The public facility improvements to be carried out by Community Overcoming
<br />Relationship Abuse (CORA) under Priority # 3 are now ready to proceed upon approval
<br />of the funding agreement.
<br />
<br />The agreement with CORA will assist with the rehabilitation of the second and third
<br />floors (Phase II) of their domestic violence emergency shelter for victims and their
<br />
