A paragraph shall be incorporated in <br />every agreement between Contractor and third parties in connection to the Project <br />stating that the third party must comply with California Labor Laws and applicable <br />Federal requirements. Pursuant to 42 use 5310, all laborers and mechanics employed <br />by contractors or subcontractors in the performance of construction work financed in <br />whole or in part with assistance received from the Community Development Block <br />Grant Funds shall be paid wages at rates not less than those prevailing on similar <br />construction in the locality as determined by the Secretary of Labor in accordance with <br />the Davis..Bacon Act, as amended (40 u.s.e. 276a..-276a-5): Provided, that this section <br />. shall apply to the rehabilitation of resi~ential property only if such property contains not <br />less than 8 units. The Secretary of Labor shall have, with respect to such labor <br />standards, the authority and functions set forth in Reorganization Plan Numbered 14 of <br />1950 (15 F.R. 3176; 64 Stat. 1267) and section 276c of title 40, as may be amended <br />from time to time. The Wage and Hour Division of the Employment Standards <br />Administration administers and enforces the Davis-Bacon Act. GENERAL COMPLIANCE WITH LAWS. Contractor will keep fully <br />informed of federal, state and local laws and ordinances and regulations which in any <br />manner affect those employed by Contractor, or in any way affect the Project by <br />Contractor. <br /> <br />23. LEAD-BASED PAINT. The use of lead-based paint is prohibited.
