District can make use of, and he went over those as they might apply to this current <br /> project and the community concerns. <br /> Council reiterated that it sounded as if the District would be diligent in community <br /> outreach. Council stated the City has also noted this need for open process and due <br /> diligence. Council asked for some discussion about what an ongoing process like this <br /> would look like, and hoped the District would work with the community on what their <br /> ongoing processes might be like in the future of this project and its phases, and also that <br /> the City staff be involved with the traffic and circulation studies. <br /> The Vice Mayor asked about the projects' two additional phases, and asked if there were <br /> exemptions involved. Dr. Gemma stated exemptions have only been filed on the phase <br /> one project, and not on any upcoming projects. He stated if the project were done all as <br /> one piece, they would qualify for the exemptions, and that breaking the project up in <br /> phases had more to do with the timing of each specific part of the project. The Vice <br /> Mayor offered suggestions on how to keep the process open. Dr. Gemma stated the main <br /> problem to solve was finding ways to give notice to the neighbors, in order that they feel <br /> motivated to come to the meetings early on, and that the District would be very open to the <br /> City's help and advice in these areas. <br /> Council asked for clarification on the existing entrances and exits, the revised plan, and <br /> also the net increases. Dr. Gemma stated, with regard to net increases that in some <br /> cases there are increases for staff parking getting cars off the street. Dr. Gemma gave his <br /> first guesses on what the circulation studies would be looking at, including the ins and outs <br /> of the parking areas, onto which street, etc. Council suggested putting up signage <br /> reminding drivers entering the street that they were entering a residential area. Mr. <br /> Gemma stated he would also be meeting with the student body at the high school <br /> regarding some of the stories he had heard from community. <br /> Council spoke to its history of partnerships with the School District and elaborated on the <br /> scope of this current partnership. Council stated that it seems the School District is legally <br /> correct in its actions, especially after hearing Dr. Gemma's overview of the exception <br /> issues, etc. but also asked the City Attorney for advice on this. Council believed the staff <br /> should be involved beyond the circulation study, on into subsequent phases, to help in <br /> discussing further impacts and/or offering options or advice. Council suggested that the <br /> District look at garbage issues in the school area, since this was also brought up in the <br /> discussion. <br /> Council took a 5-minute break at 9:15 p.m. The meeting resumed at 9:20 pm. <br /> B. Initiation of General Plan and Zoning Map Amendments and Precise Plan for the <br /> "Stanford in Redwood City" Campus Proposal. (601) <br /> Senior Planner, Maureen Riordan, shared a presentation regarding the Precise Plan.
