6.1. - Page 4 of 20 <br />Beginning in FY 2022-23, the City will pay the JPA $400,000 per year to offset approximately 50% of the <br />cost of current service levels. It is anticipated that the JPA will expand library service hours at Fair Oaks <br />Library, which will increase operational costs, but the City will not bear any financial responsibility for the <br />increased service hours. The City's payments will be adjusted by the Consumer Price Index for fiscal years <br />2023-24 through 2025-26, and the agreement calls for a new base contribution starting in FY 2026-27 to <br />realign the City's contribution to 50% of the total operating costs of the Library for a level of service similar <br />to that provided by the City in FY 2018-19. <br />In the long term, the agreement with the JPA is expected to increase service hours at the Fair Oaks Branch <br />Library while achieving minor savings in the Library's annual budget through reductions in staff costs, <br />library materials, reduced charges for Peninsula Library System fees, and reductions in pension liabilities <br />associated with the 3.06 FTE reduction in allocated positions. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting.
