In separate action on February 22, 2021, staff proposes to extend the current waiver of late payment penalties for residents who are in arrears on their City utility bills. Additionally, staff recommends exploration of a utility bill forgiveness program as part of the Mid -Year Budget Update. In consideration of the proposed solid waste rate increases, staff initiated the following public notification activities: • Mailed notices to solid waste rate customers pursuant to Article XIII D Section 6 of the California Constitution (Proposition 218) informing them about the proposed rate increase and the public hearing. • Posted solid waste rate information on the City's website. • Published a public hearing notice in the local newspaper. • Presented at two community outreach events that provided an in-depth overview of the proposed rates. Presentations were held via teleconference and had a Spanish translator available. To date, the City has received six letters protesting the proposed solid waste rate increases.
