In addition, there were increases in all functional expenditure categories <br />except community development and environmental support and protection. <br />As is typical in local government, employee costs continue to represent the highest single source of <br />expenditures, accounting for 70.9 percent of all General Fund expenditures in FY 2019-20 (not including <br />the $14.9 million contributions to the Section 115 Pension Trust investment account and CaIPERS). This <br />is up from 69.4 percent for FY 2018-19. <br />Utilitv Users' Tax/Communication Users' Tax Revenues <br />Pursuant to section 32.621 of the City's municipal code, the following information must be conveyed to <br />the City Council: <br />Of the total $9.3 million utility users' tax (UUT) revenue, $1.3 million was from the communication users' <br />tax.
