<br />3. Marketino: Contractor shall comply with City and Agency's affirmative <br />marketing plan for HOME assisted housing. The HOME units shall be further subject to <br />the marketing requirements for HUD 811 (National Affordable Housing Act Section 811 <br />Affirmative Fair Housing and Marketing set forth in 24 CFR 200) Occupancy <br />Requirements for supportive housing for persons with mental health disabilities as <br />follows: <br /> <br />i. Affirmative marketing to ethnic groups least likely to be served; and <br />ii. Open marketing to very low income individuals with a mental illness. <br /> <br />Except for existing tenants, CHDO shall, to the extent permitted by applicable law, shall <br />select tenants for the HOME units from a pool of applicants residing in the incorporated <br />limits of the City and Agency no later than the date on which construction will begin or in <br />the case of vacant units, immediately upon completion of rehabilitation work or the <br />earliest date unit is habitable for occupancy. <br /> <br />CHDO shall be responsible for identifying a pool of applicants to fill the HOME units. At <br />the election of the CHDO, CHDO may consult with the City to ensure that CHDO has a <br />sufficient pool of qualified applicants from which to fill the HOME units. <br /> <br />Cedar Street Apartments is exclusively a supportive housing development for <br />individuals with mental health disabilities and meets the City's Consolidated Plan goals <br />of expanding the supply of affordable housing for special needs populations and <br />persons with disabilities. <br /> <br />4. Income Affordability and Occupancy Restriction: In accordance with the <br />provisions of the HOME Investment Partnership Program (HOME), 7 HOME-assisted <br />units constructed on this property shall be subject to HOME Program requirements and <br />shall be at all times, be occupied by qualified low income households. A Qualified low- <br />income household shall: <br /> <br />. shall be a person with a certification of mental illness, <br /> <br />. have a household income no greater than 500/0 of the area median income <br />established by HUD for San Mateo County, <br /> <br />. shall be a resident within the incorporated limits of the City of Redwood City prior to <br />the time of application, and <br /> <br />ATTY/AGR/2009.001 <br />020409 <br /> <br />11 <br />
