<br />6.1D <br />Page 1 <br /> <br />REPO.RT <br /> <br />To the Honorable Mayor' anGgqt Council <br />From the Ci Ma.nil .er <br /> <br />February 23, 2009 <br /> <br />SUBJECT <br />Environmental Regulatory Agency Permitting Assistance Services for the Redwood <br />Shores Lagoon Maintenance Dredging Project <br /> <br />RECOMMENDA TION <br />Approve, by motion, a professional services agreement with Huffman-Broadway Group, <br />Inc. of San Rafael to provide assistance with the required environmental agency <br />permitting of the Redwood Shores Lagoon Maintenance Dredging Project not to exceed <br />$118,500.00, and authorize the City Manager to increase the contract amount up to <br />10% if necessary. <br /> <br />BACKGROUND <br />The lagoons in Redwood Shores have not been dredged since they were first <br />constructed in the 1960s. Tidal action, over time, deposits sediment from the sloughs <br />throughout the lagoon system. Excessive accumulation of sediment prevents adequate <br />water circulation which compromises both the operation and the health of the lagoon <br />system. Sediment accumulation in the intake channels impedes the flow of water from <br />the sloughs into the lagoon. Build-up around the outlets of storm drainage structures <br />impedes the flow of storm water runoff into the lagoon. Adequate water circulation <br />prevents stagnation and discourages the growth of widgeon weed. Maintenance <br />dredging removes accumulated sediment and other debris to encourage adequate <br />water circulation. <br /> <br />Construction of "The Preserve at Redwood Shores" development (currently ongoing in <br />Area H of Redwood Shores) provides an opportunity to reuse dredged material as <br />wetland enhancement fill within the same area. The cost of the proposed dredging <br />project would be significantly higher if the disposal of dredged material required <br />transport by truck or barge. The developer of "The Preserve" has agreed to accept <br />dredged materials as part of the wetlands restoration project. <br /> <br />Any dredging project of this kind requires permitting by various state and federal <br />environmental regulatory agencies. Huffman..Broadway Group, Inc. is an experienced <br />consulting services provider in the highly specialized field of environmental regulatory <br />compliance for Bay area wetlands restoration. The Huffman-Broadway Group, Inc. has <br />successfully assisted the developer and the City as a permit consultant in the past and <br />is familiar with the specific conditions of the proposed project. Staff recommends <br />retaining the Huffman-Broadway Group, Inc., to assist with the permitting process of this <br />project because of their unique expertise and past performance. <br /> <br />AL TERNA TJVES <br />Council may choose not to approve this agreement and instruct staff to modify scope of <br />work, or seek other qualified service providers. The required environmental regulatory <br />permits would be very difficult and time consuming to secure without the assistance of <br />an experienced consultant. <br />
