6.1G
Page 1

February 23, 2009

SUBJECT
License agreement with the Ombudsman Services of San Mateo County (OSSMC)

RECOMMENDATION
Approve by motion and authorize the City Manager to execute the license
agreement with the Ombudsman Services of San Mateo County for use of office
space in the Wellness Center. .

BACKGROUND
The Ombudsman Services of San Mateo County provides advocacy for older and
dependent adults residing in long-term care facilities in the county. Since 1978,
the OSSMC has been monitoring nursing homes and assisted living facilities to
ensure quality of care and quality of life for the residents. They make over 5.500
visits to facilities each year, and they investigate approximately 2,000 complaints,
ranging from cold coffee all the way to egregious abuse.

An enormous challenge was presented to the OSSMC in that the State cut 1000/0
of their funding. As a result, they must now rely on private donations, grants, and
partnerships to continue their critical services in the County. The OSSMC was
also facing the dilemma of keeping a working office as rent in their San Mateo
office was increasing and they were facing closure.

Staff saw an opportunity to partner with the OSSMC by inviting them to have
office space in an underused portion of the Wellness Center on the second floor.
By bringing the OSSMC to Redwood City and having them in our facility, they
agree to:

. Provide Senior Information and Referral services, caregiver education
and community lectures for the Redwood City community at the
Veterans Memorial Senior Center.

. Supplement reception staff and work with senior center volunteers who
provide ongoing hospitality and information services.
