8. MATTERS OF COUNCIL INTEREST

A. Legislation (information only) - This sub-section involves possible discussion of
City Position on Proposed Legislation described in the League of California Cities
Priority Focus Bulletin No. 33-2008 and 34-2008. Council may direct staff to act
on positions taken by Council. (Copies of League of California Cities Priority
Focus available in City Clerk's Department).

Mayor Foust extended early congratulations to Council Member Pierce on the likelihood
of her being elected at the end of the month as the secretary-treasurer of the California
League of Cities' Peninsula Division.

Council Member Pierce thanked Mayor Foust and Council and noted that she had been in
contact with the California League of Cities and that Council can send in a ballot via mail
if no one can go to the annual conference. Mayor Foust said she would be there on
Se~tember 26th all day but that Council will all be at the General Plan event on September
27t when the voting is to take place. She directed Mr. Ingram, City Manager, and Ms.
Wong, Deputy City Clerk to follow up on this matter.

B. Ongoing Matter:

1. Update on Elwood Street I Sequoia Union High School District.

Mayor Foust stated that Council has heard from some of neighbors that some of their
meetings with the school district have not been satisfactory. She expressed concern that
this issue could harm relations. Mayor Foust and Vice Mayor Howard proposed that City
Council act as a sponsoring body for mediation with professional facilitation. It was
suggested that Pat Brown of Redwood City 2020 and formerly of the Peninsula Conflict
Resolution Center (PCRC) may be willing to help identify a suitable facilitator. Council
would need to reach out to the school district.

Council discussion ensured with general support and agreement. There were concerns
that this not set any precedence for parties to come directly to Council as opposed to
contacting PCRC directly instead, and Council did not want to be seen as setting up
expectations it cannot meet.

There was general agreement and Mayor Foust and Vice Mayor Howard will work with
the City Manager on this matter.

Mayor Foust invited the community to come to a community meeting by the San Mateo
County Transportation Authority to discuss Measure A funding on September 11, 2008.

Council Member Pierce announced that on September 11th there will be a remembrance
day from 5:45 a.m. to 1 p.m. hosted by the Peninsula Clergy Network in the Courthouse
Square. She also announced that on Wednesday, September 17th at noon Redwood
City International, Parks, Recreation, and Community Services, and the Civic Cultural
Commission are sponsoring the first Mexican independence celebration in Courthouse
Square, which will include the Mexican Consulate, a traditional flag ceremony, and
numerous community groups. The event is free from 6 to 8:30 pm.

REGULAR CITY COUNCIL MEETING
MINUTES

SEPTEMBER 8, 2008
PAGE 13
