<br />Juda Tolmasoff said he has been a member of the pilot group and values the <br />variety of approaches. She supports the creation of a Complete City Streets <br />Advisory body. <br /> <br />One Council Member said that she supports option #2 but she is concerned with <br />the staff hours. She wants to make sure staff can take this on and that it will not <br />require hiring someone else. City Manager Ingram said that currently there are <br />some hours that are being dedicated to the group and the goal here is to make it <br />more efficient and a more permanent approach. He also wanted to bring to the <br />Council's attention the fact that there is creativity on how this would be staffed. Mr. <br />Ingram added that this committee will have to work within the bounds of a creative <br />tension between ideas and policies. <br /> <br />Council concurred with the structure being four year seats, and or staggering terms. <br />The recruitment is to be handled through the City Clerk's Office with a possibility of <br />it being a five member body with no limitation on who can apply. <br /> <br />MIS BainlPierce to adopt option # 2 of the staff report. <br /> <br />Council further discussed the structure of the committee but depending on <br />budgetary issues this committee might not be a permanent body. One Council <br />Member wants benchmarks and a report on progress and accomplishments. <br /> <br />Mayor Foust asked if the written structure would be brought back to Council with a <br />formal next step. City Manager confirmed that this will come back in a more formal <br />manner and it will include definition, scope, terms, etc. The Mayor liked the focus <br />on "Complete" streets. Mayor Foust appreciated the inclusiveness of the title and <br />possible scope. <br /> <br />Motion carried unanimously. <br />Council Member Hartnett informed the Council that he will have to recuse himself <br />from item 7.B due to a potential conflict of interest, however he will come back for <br />item 8. <br /> <br />Council took a five-minute break at 9:00 p.m. and resumed at 9:05 p.m. <br /> <br />Vice Mayor Howard introduced Mr. Felton and thanked him for the services he <br />provides at the Redwood City Veterans Center. Mr. Derrick Felton introduced the <br />services he provides via the Veteran Center and thanked Vice Mayor Howard for <br />meeting with him. <br /> <br />B. Affordable Housing Covenant Deed Restrictions for 885 Woodside Road <br />Condominium Housing Project (Information Only). <br /> <br />Recommendation: <br />For information only - to be agendized for action on January 26, 2009 City Council <br />meeting.
