<br />8. PUBLIC HEARING (taken out of sequence and before item 7.B.) <br />A. Solid Waste Collections Rate Increase. <br /> <br />Recommendation: <br />It is recommended that the City Council approve by resolution a 1.60/0 increase in <br />the overall revenue requirement for Allied Waste Industries, the City's franchised <br />waste hauler, effective February 10, 2009 and approve the implementation of a <br />progressive rate structure for commercial subscribers. For typical residential <br />customers who have one 32-gallon container picked up once a week, the increase <br />will amount to $0.24 per month. <br /> <br />RESOLUTION 14921 ESTABLISHING SOLID WASTE COLLECTION RATES FOR THE <br />CITY OF REDWOOD CITY <br /> <br />Mr. Ponty, Director of Finance and Financial Planning Services, presented the staff report <br />providing details on the rate increase. For the record he explained that six protests had <br />been received. The utilities committee had also reviewed this information at two different <br />occasions. He introduced staff from Allied Waste present to answer any questions if <br />necessary. They were Mr. Boyd, General Manager and Ms. Chicconi, Environmental <br />Relations Manager who were ready to answer any questions Council might have. <br /> <br />One Council Member inquired if residents could reduce containers' size. Mr. Ponty <br />confirmed that was the case. One Council Member explained that these rates are based <br />on current consumption values and what it will mean on a monthly basis. <br /> <br />Mayor Foust opened the public hearing. <br />Jim O'Connor referred to the various increases he has seen in the last few years. He is <br />concerned that all these raises are hard right now when people are struggling with other <br />bills. Mr. O'Connor submitted a written protest with multiple signatures. <br /> <br />Luis Mendonza said he agrees with Mr. O'Connor and one of his complaints is that all <br />services are going up. He complained about the collectors who don't always pick up the <br />garbage. He asked for consideration of those who are struggling in this economy. He <br />asked Council to oppose the rate increase. <br /> <br />Margarita Ramirez said this is the first time she has spoken at a Council meeting but she <br />found this an important issue. She stated that unemployment is a serious concern and this <br />increase will be hard. She collected signatures from the neighbors and she feels she can <br />get more signatures if need be. <br /> <br />M/S Ira/Pierce to close the public hearing. Motion carried by unanimous voice vote. <br /> <br />One Council Member provided details on the rate increase and how Allied Waste will not <br />be making more money. Another Council Member suggested more recycling as a city and <br />a way to save is to decrease the size of the containers. Council was supportive of the <br />neighbors communicating and getting involved in the solution and encouraged residents to <br />communicate with Allied Waste when problems arise.
