To the Honorable,:,MaYQf a,nd City Council From the City Ma,nag,er February 23, 2009 SUBJECT Agreement for Construction of Improvements at 170 Alameda de las Pulgas -- Sequoia Hospital RECOMMENDA TION Approve, by motion, the Agreement for Construction of Improvements with Catholic Healthcare West, as owners of record of said real property located at 170 Alameda de ras Pulgas, Redwood City, (Sequoia Hospital). BACKGROUND In July 2007, the Planning Commission approved the final Sequoia Hospital EIR and the Hospital Precise Plan. In August 2007, the City Council approved changes to the General Plan Land Use Map description for the precise plan area, rezoning of the precise plan area, the final Sequoia Hospital Precise Plan, and the Planned Community Permit for the proposed hospital and parking structure improvements. The conditions of the Planned Community Permit require the hospital to construct certain improvements to provide services to the new structures that include a bus shelter, fire department connections, driveway access, drainage facilities, utility services, new sidewalk curbs and gutters, crosswalks and other typical site improvements within the public right of way. The Engineering and Construction Division has reviewed and approved the plans for the improvements submitted by the developer's civil engineering consultant, DES Architects and Engineers. The estimated cost of these improvements is $1,135,487.00. Catholic Healthcare West is responsible for the total cost of the improvements and is required to post faithful performance and payment bonds. Inspections will be performed during construction by Engineering staff to insure compliance with the permit conditions. ALTERNATIVES Council may choose not to require or approve the on-site and off-site improvements which would be contrary to public policy. FISCAL IMPACT All work associated with this project is being paid for by Catholic Healthcare West. There is no fiscal impact to the City, other than costs related to the Cityts required maintenance of the public improvements after the improvements are accepted.
