"R..T <br />. . . .... <br />. . <br /> <br />6.18 <br />Page 1 <br /> <br />To th.e' Honorable Mayor and C.lty Co.uncU <br />F-rom the City Ma'n:ag'er <br /> <br />March 9, 2009 <br /> <br />SUBJECT <br />Peninsula Corridor Joint Powers Board - San Mateo County Grade Crossing <br />Improvement Project <br /> <br />RECOMMENDA nON <br />Approve and authorize, by motion, the execution ot the Construction and Maintenance <br />Agreement between the City of Redwood City and the Peninsuta Corridor Joint Powers <br />Board for their San Mateo County Grade Crossing Improvements Project. <br /> <br />BACKGROUND <br />The Joint Powers Board (JPB) is the authority that manages the Caltrain commuter rail <br />system that runs the length of the Peninsula corridor. The JPB will be installing certain <br />grade crossing safety improvements along the length of the corridor. In Redwood City, <br />improvements are proposed at Whipple Avenue, Brewster Avenue, Broadway, Maple <br />Street, Main Street, and Chestnut Street. These improvements include jnstallation of <br />additional guardrails, medians, vehicular and pedestrian crossing gates, sidewalks, <br />ramps, pavement markings/striping, signage, relocation of utilities, and other <br />improvements designed to increase pedestrian safety and to reduce the potential for <br />motorists to bypass crossing gates. <br /> <br />The key terms of the proposed agreement between the City and JPB for the grade <br />crossing improvements are as follow. <br />. JPB and their contracted parties are allowed access to the City's right-of-way to <br />install safety improvements. <br />. JPB agrees to bear the cost of all safety improvements. <br />. City agrees to waive the Construction Permit fees for all work proposed. <br />. City agrees to maintain those portions of the improvements installed within the City's <br />right-at-way excluding the maintenance of any JPB-owned electrical equipment. <br /> <br />The Engineering and Construction Division, the Planning Division, Public Works <br />Services, and Fire Department have reviewed the JPB's plans for this work. The JPB <br />anticipates completion of the proposed project within this year. The JPB and City will <br />collaborate on public outreach and construction notification efforts. Plans are available <br />for viewing in the office of the City Engineer. <br /> <br />AL TERNA TIVES <br />1. Council may choose not to approve the agreement with the JPB for safety <br />improvements at grade crossings within Redwood City. <br />2. Council may direct staff to modify portions of the proposed improvements. <br /> <br />FISCAL IMPACT <br />There is no fiscal impact to the City by this action other than the cost of waived fees and <br />continued maintenance of the City's right-of-way. The work of this project is entirely <br />funded by the JPB and the San Mateo County Transportation Authority. <br />
