<br />REPO'RT <br /> <br />6.2A <br />Page 1 <br /> <br />To the Honorable Mayor and City Council <br />From the Ci '. lYIana .er <br /> <br />March 9, 2009 <br /> <br />SUBJECT <br />Redwood City Fire Department Eligibility Renewal Application with the State and <br />Federal Department of General Services <br /> <br />RECOMMENDATION <br />Approve by resolution the Fire Department's application for renewal of eligibility with the <br />State and Federal Department of General Services for State and Federal surplus <br />personal property program. <br /> <br />BACKGROUND <br />The Fire Department has had an application on file with the State and Federal <br />Department of General Services for State and Federal surplus personal property for a <br />number of years. The Fire Department has not used this program to acquire equipment <br />in the past. The available equipment was found to be well past its useful and safe <br />operating life. <br /> <br />Enhanced Homeland Security requirements and available grants to government <br />agencies have led to an increase in the quantity of surplus equipment available for <br />purchase. The equipment now being offered has been found to be in good condition <br />and could assist the Fire Department in providing additional resources for emergency <br />mitigation. Recent legislation requires that aU participants renew their application every <br />three years. There is a clause in the application that states that the applicant, in this <br />case the Redwood City Fire Department, will follow all regulations in Executive Order <br />12549-41 CFR 105-68 and that all representatives are not debarred, suspended, <br />ineligible or voluntarily excluded from participating in this transaction by any Federal <br />department or agency. The Fire Department and its representatives do not fall under <br />this stipulation and are eligible to participate. <br /> <br />Approval of this application will authorize the Fire Department and its five <br />representatives to consider purchase of surplus equipment. There is no financial <br />obligation to have an application on file. Should a piece of equipment come under <br />consideration, a contract is drawn up and reviewed by aU parties prior to acceptance. <br /> <br />ALTERNATIVES <br />There are currently no alternatives to this program to acquire surplus government <br />equipment. <br /> <br />FISCAL IMPACT <br />None <br /> <br />S2r~~.I-~ <br /> <br />Geoffrey Balton mes F.
